Notice ID Number: NIST-SS26-03 Title: Rigging and Repair of Wind Tunnel Motor-Generator Set Response Date: April 22, 2026 The purpose of this sources sought notice is to conduct market research and identify potential sources of commercial products/services that satisfy the Government’s anticipated needs. BACKGROUND The NIST Sensor Science Division (SSD) supports the US industrial competitiveness by advancing the next generation of SI-traceable measurements in dimensional metrology, thermodynamics, optical radiation, and fluid flow. The Fluid Metrology Group (FMG) within the SSD maintains standards for realizing gas flow, including air speed. The primary way the FMG provides SI traceability to US industry is by calibrating transfer airspeed measurement devices in the NIST wind tunnel. The NIST wind tunnel is a highly specialized facility originally built in the 1960s. Recently, the generator half of the motor-generator set in the power system failed and needs to be rebuilt. This current repair request is needed to restore the wind tunnel's power system to functional condition. Scope of Work: The Contractor shall provide services to repair an existing motor-generator set on the NIST wind tunnel power system. The system shall be restored to operating at full specifications on the nameplate of the machine. Currently, the generator on the set has failed. The brushes were used beyond their intended life and caused significant damage to the machine. Several brush housings have been damaged, and the commutator worn to the point that the mica filler stands higher than the metal contacts. Maker: Reliance Serial Number: 1UP893611T1-KT & 1XP893611A1-JT Model: 8002A-S & 5808S NIST property number: N/A Value: $500,000 (estimate) NIST is seeking information from sources that may be capable of providing a solution that will achieve the objectives described above, in addition to the following essential requirements: TECHNICAL REQUIREMENTS: Disconnect power and remove all fasteners, rig Generator out of NIST Building 230 Transport to repair facility Perform incoming electrical testing Remove 12 brush boxes, clean and repair. (The brushes boxes that are on the Generator are Obsolete) Disassemble and inspect, steam clean Armature and field frame and bake dry, test Shunt fields and interpoles, and test bearings and housings Lathe check armature for run out, turn and Undercut Commutator, Clean and repair Brush boxes, and balance armature Assemble generator with 2 new bearings, move to test stand and run @ full name plate voltage and speed Repair/manufacture/procure brush holders Clean and Stone Commutator, install brush boxes, seat brushes Prep and paint, make ready for transport Transport generator to NIST and rig Generator back onto base and Laser Align to Motor, re-connect power leads, stand by for startup Replace two new bearings in motor portion of the motor-generator set and perform electrical testing of the field and armature Replace new brushes in the main fan drive motor Standby to ensure successful startup of the motor-generator set. Discuss whether the equipment that your company sells and which you describe in your response to this notice may be customized to specifications and indicate any limits to customization. Identify any aspects of the NIST market research notice, including instructions, and draft minimum specifications in the BACKGROUND section you cannot meet and state why. Please offer suggestions for how the market research notice and draft minimum specifications could be made more competitive. State whether the proposed equipment is manufactured in the United States and, if not, state the name of the country where the equipment is manufactured. Identify any plans/possibilities for changes in manufacturing location of the aforementioned equipment and provide relevant details, including timeline. Provide a copy of manufacturer standard terms and conditions that typically relate to the sale of the specified equipment, if available. State whether your company offers facility renovation services related to installation of the recommended equipment at its delivery destination, if required per the NIST-identified minimum specifications, and provide description of said services. Indicate if your company performs the facility renovation services or typically subcontracts the work to another company. Indicate if your company would be interested in inspecting the intended installation site during the market research phase. State published price, discount, or rebate arrangements for recommended equipment and/or provide link to access company’s published prices for equipment and services. If the recommended equipment and related services are available for purchase on any existing Federal Supply Schedule contract(s) or other contracts against which NIST may be able to place orders, identify the contract number(s) and other relevant information. Identify any customers in the public or private sectors to which you provided the recommended or similar equipment. Include customer(s) information: company name, phone number, point of contact, email address. Provide any other information that you believe would be valuable for NIST to know as part of its market research for this requirement. State if you require NIST to provide additional information to improve your understanding of the government’s requirements and/or would like to meet with NIST representatives to discuss the requirement and the capabilities of the identified equipment.
