Description
The United States Naval Sea Systems Command (NAVSEA) intends to modify contract N0002426C4434, awarded to Walashek Industrial & Marine, Inc. (Walashek), to incorporate planning, preparation and execution of steam boiler maintenance, alteration, and repairs completed during continuous and emergent maintenance availabilities on the USS WASP (LHD 1), USS ESSEX (LHD 2), USS KEARSARGE (LHD 3), an USS BATAAN (LHD 5) in the three (3) year period of performance through 17 February 2029.
The proposed action is limited to the modification of contract N0002426C4434 to incorporate the inter-availability support, inspections & assessments, engineering & design support (i.e., conducting periodic material condition inspections and assessments of the boilers and ensuring the Navy’s boiler repair specifications reflect the material condition of the ship), execution planning & preparation (i.e., preparing to complete both emergent and continuous maintenance availabilities), material procurement, maintenance, alteration and repair of the boiler systems on the USS WASP (LHD 1), USS ESSEX (LHD 2), USS KEARSARGE (LHD 3), and USS BATAAN (LHD 5) in continuous and emergent maintenance availabilities during the three (3) year period of performance through 17 February 2029. The scope includes all labor, supervision, equipment, facilities, materials and travel necessary to prepare for and accomplish these efforts.
This action aligns with the contract’s current contract line item number (CLIN) structure, which includes continuous and emergent repair for USS BOXER (LHD 4) and USS IWO JIMA (LHD 7). For clarity, this scope also applies to the USS BOXER (LHD 4) and USS IWO JIMA (LHD 7). This modification adds similar continuous and emergent repair CLINs for the aforementioned four additional LHDs, as well as new CLINs for Provision Items Ordered (PIO) and travel reimbursement for each additional ship.
This notice of intent is not a request for competitive proposals. However, all responsible sources may submit an exception to the intent to purchase on a sole basis, which shall be considered by the Government if received by the response due date as specified in this notice. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination not to compete this requirement, based upon response to this notice, is solely within the discretion of the Government. NAVSEA will not be responsible for any costs incurred by interested parties in responding to this notice. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. Questions concerning this sole source acquisition may be directed in writing to the contract’s points of contact as provided in this notice.
All submitted materials will be designated for Government Use Only. Third party support contractors providing support to NAVSEA Surface Warfare Directorate, SEA 21 will have access to the submitted material. These contractors have executed non-disclosure agreements with SEA 21. Submission of material in response to this synopsis shall constitute consent to allow access to the material/information by any relevant third-party support contractor supporting SEA 21. Submitted material/information will be safeguarded in accordance with the applicable Government regulations.
