Description

National Aeronautics and Space Administration (NASA) / Armstrong Flight Research Center (AFRC) has a requirement for the modification of a Boeing 737-73W aircraft (S/N 40116) to enable reduced gravity flight operations, including the following scope:

Feasibility assessment to determine the Boeing 737-73W’s suitability to perform reduced gravity missions. Modify the aircraft cabin to support reduced gravity operations. Paint the aircraft exterior to include NASA identifiers. Perform all overdue scheduled maintenance tasks. Provide disposition for full-life of all permanent modifications made during previous program.

NASA/AFRC intends to award a sole-source contract to Denmar Technical Services, Inc., which is currently providing aircraft modification services to S/N 40116, under the authority of FAR 6.103-1 Only one responsible source and no other supplies or services will satisfy the agency requirements.

The Government intends to acquire a commercial product or service using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Jenni Schnarr at jennifer.schnarr@nasa.gov and Melissa Newell at melissa.newell@nasa.gov not later than 11:00 AM PDT (Pacific Daylight Time) on Monday, April 13, 2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
