NASA Goddard Space Flight Center (GSFC) has awarded a sole-source, five-year contract to Techno-Sciences, LLC (TSi) for comprehensive support of Search and Rescue Laboratory (SARLab) Ground Systems. - Government Buyer: - National Aeronautics and Space Administration (NASA) - Sub-agency: Goddard Space Flight Center (GSFC) - OEM/Vendor: - Techno-Sciences, LLC (TSi) is the sole-source and proprietary vendor for NASA's SARLab infrastructure - Products and Services Requested: - SARLab Ground Systems hardware and software, including: - MEOLUTs (Medium Earth Orbit Local User Terminals) - GEOLUTs (Geostationary Earth Orbit Local User Terminals) - Parabolic and phased array antennas, antenna control systems - RF distribution systems, transmitters, RF filters, software defined receivers - Servers, databases, domain controllers, monitoring and control systems - Workstations, displays, networking equipment (routers, switches, firewalls, Ethernet/fiber converters, cabling) - GPS timing distribution systems, uninterruptible power supplies, KVM switches, power distribution units, NAS devices, adapters, interface cards, hard drives, operating systems, firmware, licenses, cabling, connectors, rack mounting equipment - SAR-related software: - Ground station monitoring and control software - Antenna interface software - Satellite scheduling software - MEOLUT, LEO/MEO, and GEOLUT software components - MCC (Mission Control Center) software - Database software - Services: - Research, development, procurement, integration, delivery, testing, operations, maintenance, sustainment, upgrade, and replacement of SAR systems hardware, software, and technologies for NASA LUT (Local User Terminal) and MCC operations - Unique/Notable Requirements: - Sole-source justification: TSi is the only responsible source due to proprietary technology and existing NASA SARLab infrastructure - Scope includes R&D, modernization, and sustainment of mission-critical search and rescue systems - Place of Performance: - NASA Goddard Space Flight Center, Greenbelt, MD

Description

The statutory authority permitting other than full and open competition is 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.”
