The Department of Veterans Affairs, Veterans Health Administration (VHA), Network Contracting Office 19 (NCO 19) is conducting market research for the lease of a comprehensive digital mailing system for the Rocky Mountain Regional VA Medical Center in Aurora, Colorado. - Government Buyer: - Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 19 (NCO 19) - Eastern Colorado Health Care System (ECHCS) - Products and Equipment Requested: - Digital mailing system equipment and software for mail metering, tracking, and reporting - 1 scalable cloud-based data hosting solution (VA and FedRAMP approved) - 1 mail metering software license (VA and FedRAMP approved) - 4 barcode scanners - 4 label printers - 4 digital scales - Services Requested: - Lease of all equipment and software - Preventive and reparative maintenance support (parts and labor, 24-hour response, 2-day replacement for unrepairable components) - Delivery, installation, configuration, testing, and operational readiness (including removal of old equipment at no cost) - User training for at least one key operator and one alternate per solution within two business days of installation - Unique or Notable Requirements: - All hardware, software, and services must comply with USPS Domestic Mail Manual and the rules of major shipping partners (UPS, FedEx, DHL) - Cloud-based solutions and software must be VA and FedRAMP approved - System must provide accurate reporting, accountability of mail volume and expenditures, and traceability of mail and parcels - Security compliance with VA and FedRAMP standards is mandatory - No specific OEMs or vendors are named in the documents, but well-known manufacturers in this space include Pitney Bowes, Quadient (formerly Neopost), and FP Mailing Solutions.

Description

The Department of Veterans Affairs, Veterans Health Administration (VHA), Network Contracting Office 19 (NCO 19) is conducting a market survey and is seeking potential sources for the Lease of a Digital Mailing System Equipment, Software and Services required to meter mail, provides best cost shipping options, allows for accurate reporting, accountability of volume and expenditures and traceability of mail and parcels. All applicable hardware, software and support services must adhere to the United States Postal Service (USPS) Domestic Mail Manual (DMM) www.usps.gov, and shipping partners rules and regulations of those as United Parcel Service (UPS), Federal Express (FedEx), DHL, etc., for Rocky Mountain Regional VA Medical Center in Aurora, CO. All details can be found in the attached Performance Work Statement.
