Hurst-Euless-Bedford Independent School District (HEB ISD) is seeking qualified firms to perform a comprehensive Facility Condition Assessment (FCA) across its school district facilities. - Government Buyer: - Hurst-Euless-Bedford Independent School District (HEB ISD), Purchasing Department - Scope of Services: - Comprehensive assessment of all district facilities, including elementary, junior high, and high schools, administrative, athletic, auxiliary, and support buildings - Services include field inspections, data collection, compliance reviews, cost estimating, lifecycle modeling, reporting, and deliverables - Assessment covers building systems, safety and security integration, instructional impact, and bond readiness - Includes physical testing, measurements, and limited verification services (e.g., moisture and roof scans as needed) - Excludes facilities under the current bond program and commissioning services - Notable Requirements: - Compliance with Texas Senate Bill 12 (DEI duties) and Senate Bill 571 (pre-employment/service affidavits) - Two-step selection process: qualifications first, pricing in step two - Site visits may occur after school hours to minimize instructional disruption - Completion of specific forms for all individuals proposed for the project - No specific OEMs or vendors are named; the procurement is for professional assessment services, not products - Places of Performance: - Multiple HEB ISD facilities across Bedford, Euless, Hurst, Arlington, and Fort Worth, TX, including the HEB ISD Auxiliary Services Facility, Faye Beaulieu Family Support Center, and a detailed list of school campuses - Contract Term: - Initial term of one year, with options for up to three additional one-year extensions, and possible month-to-month extension for up to six months

The Hurst-Euless-Bedford Independent School District (HEB ISD) is soliciting Qualification Statements for a Facility Condition Assessment. This assessment will serve as the foundation to identify needed maintenance and capital projects for existing facilities and inform the next Bond Program. The procurement is a two-step selection process, with pricing required from firms advancing to the second step. A Pre-Bid Conference is scheduled for March 24, 2026, and qualification statements are due electronically by April 10, 2026, with the solicitation extended to April 17, 2026. The contract term is anticipated to start June 23, 2026, for one year with an option to extend.
