1. DISCLAIMER: This is a Sources Sought Notice only. This is NOT a Request for Proposal (RFP), Request for Quote (RFQ), or Invitation for Bid (IFB). No solicitation document currently exists. This notice is issued solely for information and planning purposes—it does not constitute a promise to issue a solicitation in the future and does not commit the Government to contract for any supply or service whatsoever. The Department of Veterans Affairs (VA) is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this Sources Sought.
2. BACKGROUND & SCOPE OF WORK: The Department of Veterans Affairs, Network Contracting Office (NCO) 21, is conducting market research to identify qualified and interested service-disabled veteran-owned small business (SDVOSB) contractors capable of providing all necessary labor, materials, and equipment to execute the replacement of the existing patient elopement platforms across 17 control points (doors). The areas of work for this project are strictly limited to the 1st, 2nd, and 3rd floors of Building 203.
Please be advised that this requirement is a limited brand name replacement restricted specifically to the WanderGuard Blue System. This brand name restriction is required to ensure seamless integration with the Vocera system already existing in other buildings across the campus. The project will update several previous iterations with new head-end equipment and software platforms; however, utilizing this specific system will allow for the direct reuse of existing cabling and much of the hardware.
Additional project parameters include:
Utility modifications required to provide power to identified locations will be accomplished by others. Any damages to finishes occurring as a result of the installation must be repaired to match the existing finishes. The contractor shall provide a one-year post-delivery warranty covering all materials, installation, software, and service support from the date of completion. PERIOD OF PERFORMANCE: 180 days.
3. PROJECT LOCATION: San Francisco VA Medical Center, 4150 Clement St, San Francisco, CA 94121.
4. MAGNITUDE OF CONSTRUCTION: In accordance with VAAR 836.204, the estimated magnitude of construction is between $500,000 and $1,000,000.
5. SUBMISSION INSTRUCTIONS: Interested and capable firms are requested to submit a brief Capability Statement (maximum 5 pages) containing the following information:
Company Profile: Company name, address, Unique Entity Identifier (UEI), and Point of Contact information. Socioeconomic Status: Indicate your firm's business size under NAICS 238210. If claiming SDVOSB or VOSB status, you must be certified in the SBA Veteran Small Business Certification (VetCert) database. Bonding Capacity: A letter from your surety company confirming your firm's ability to bond for a single project of at least $785,000.00. Relevant Experience: A brief description of 2-3 recent projects (within the last 5 years) of similar size, scope, and complexity (specifically involving patient elopement system replacements, WanderGuard Blue brand name installations, and hospital Vocera network integrations).
