Description
It is the Government's intention to go sole source to Eclypse International Corporation as they are the original designer, developer and manufacturer and the only source with the requisite knowledge, experience, technical expertise and technical data to provide these requirements. Any other source would need to possess the drawings/technical data to be able to perform this requirement.
The Eclypse International Corporation is the only known qualified source capable of satisfying the U.S. Navy's specific requirements. The technical drawing package for these items were designed by and is currently maintained solely by The Eclypse International Corporation . Therefore, the Government cannot provide the necessary technical details that fully capture the required specifications for this requirement to another contractor. Award to another source would require the need to reverse engineer and re-qualify equipment. This process would take an additional 24 months and result in unacceptable delays to the Government.
This delay would adversely affect the Squadrons ability to perform their everyday duties in supporting the Warfighter. Therefore, the efforts described herein cannot be performed by another source.
