Position Details Position Title: Aviation Maintenance Advisor Location: Lima, Peru Salary Level: FS-02 - $102,409-$150,391 (Equivalent GS-14) Period of performance: The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions. Personnel Service Contract (PSC) Statement of Work (SOW) U.S. Embassy - Lima, Peru Aviation Maintenance Advisor FS-02 (GS-14 Equivalent) Purpose of the Contract The mission of the U.S. Department of State is to conduct American diplomacy, advance U.S. interests abroad, and build a secure, prosperous world. INL’s mission is to minimize the impact of international crime and illegal drugs through effective foreign assistance and global cooperation. The Office of Western Hemisphere Programs (INL/WHP) works with INL Sections and Narcotics Affairs Officers in U.S. embassies throughout the hemisphere, coordinating with other U.S. agencies and international organizations. Position Overview The position provides an in-country UH-60A+ and UH-1H II helicopter Aviation Maintenance Advisor (AMA) to support INL/Lima. The AMA offers aviation expertise, program implementation, and oversight of U.S. government aviation support for host nation counternarcotics (CN) and transnational criminal organization (TCO) efforts. Duties & Responsibilities Oversees INL/Lima aviation program support and liaises with the GOP aviation units for safety, logistics, maintenance, operations, and aircrew training. Ensures compliance with INL/ACB/A Program Directives, Guide to Aviation Training and Standardization, and Aircraft Training Manuals by personnel from INL/Lima, the contractor, and DIRAVPOL. Manages all facets of aviation operations involving USG rotary and fixed wing aircraft supporting diverse counternarcotics missions. Performs contract oversight as a Government Technical Monitor (GTM) on all aircraft maintenance and management aspects of the INL/ACB/A Worldwide Aviation Support Services contract. Submits periodic evaluations and reports on contractor performance and activities. Oversees contractor performance supporting aviation maintenance, operations, training, logistics, and safety programs for DIRAVPOL Helicopter Unit. Assists in developing, coordinating, and implementing operational systems and procedures for the INL aviation program. Training & Distance Learning Courses Completes the Contracting Officer Representative (PA296) distance-learning course within 120 days of arrival. Completes the CMA 2410 Government Flight & Ground Representative course within 120 days. Completes the Introduction to Working in an Embassy (PN113) course within six months. Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (CT650) prior to deployment. Works with the INL Program Office/Post to determine a timeline for completing the INL Staff Orientation and Readiness Training (SOAR). Consultations with the INL Program Office may be required. Place of Performance & Travel Requirements The position is based at the US Embassy Lima, Peru. Frequent travel throughout Peru is required, including high-risk areas. The Aviation Maintenance Advisor must travel 50% of the time to the Main Operating Base in Pucallpa and other field sites, some of which are hazardous due to activities of narco-traffickers. Relationships The Aviation Maintenance Advisor reports to the Senior Aviation Advisor (SAA) in Peru, with some latitude for independent action. Work is reviewed for effectiveness and timeliness. The position involves oversight duties at various contractor locations during at least half of the performance period. The Contracting Officer in Washington shall be the sole authority to alter or modify the contract terms. The SAA provides annual performance reviews to the INL/SAO/IM Contracting Officer in Washington. Complexity This role involves developing detailed plans, coordinating with international and local stakeholders, and providing aviation support under Chief of Mission authority. It requires leadership, expertise, and the ability to resolve complex issues impacting multiple programs. Scope & Effectiveness The position oversees maintenance programs, policies, and procedures, ensuring compliance with federal regulations and DOS policies. It involves coordination with various agencies and adherence to legal and policy frameworks. Period of Performance Initial term of twelve (12) months with four (4) optional one-year extensions. Minimum Qualifications U.S. citizenship with ability to obtain and maintain security and medical clearances. Bachelor’s Degree or equivalent experience in aviation. Experience with U.S. government contracting and aviation maintenance. Knowledge of FAA regulations and tactical employment of aircraft. Minimum of ten (10) years as a pilot and maintenance supervisor. Proficiency in Spanish. Experience coordinating with host-nation counterparts. Evaluation Factors Offerors should provide specific examples for each factor, limited to 500 words per factor: Contract Oversight (25 points): Experience evaluating contractor performance and preparing reports. Program Management (20 points): Ability to direct personnel and develop procedures. Maintenance & Training (25 points): Experience with UH-60A+ and UH-1H II aircraft and training programs. Rating System Points are allocated as follows: Factor 1 – 25 points Factor 2 – 20 points Factor 3 – 25 points Total – 70 points Interview – 30 points References – Pass/Fail Total possible points: 100.
