The U.S. Embassy Podgorica, under the Department of State, is seeking comprehensive venue and catering services for its annual Independence Day event in Podgorica, Montenegro. - Government Buyer: - U.S. Department of State, U.S. Embassy Podgorica - OEMs and Vendors: - No specific OEMs or vendors are named; open to qualified local or regional providers - Products/Services Requested: - Event venue rental for up to 500 guests, including parking, cocktail tables, linens, dinnerware, glassware, and flatware - Catering services for 500 guests, including 3,000 food bites (American-style entrees, sides, savory and sweet finger foods, fresh fruit cups) - Cake serving 100 pieces with American flag motif (government may provide cake) - Beverage service (red, white, sparkling wine, and in-kind beverage handling) - Stage and AV equipment (stage, lights, microphones, loudspeakers, sound system, LED screens, 30 par lights, mixer control, distribution box) - Two AV operators - Licensed and permitted aerial fireworks show (3 minutes, mixture of shell sizes, performed by licensed/insured company with fire protection) - Wait staff for 500 guests, including a chief supervisor fluent in English and Montenegrin, setup/cleanup staff, and dedicated VIP server - Unique or Notable Requirements: - Food safety and security clearances required - Detailed proposals must include venue layout, menu, staffing plan, and past performance - Government reserves the right to provide the cake and/or bring its own AV vendor - Quotations must be submitted in English and in PDF format - Event setup and deliveries occur the day before and morning of the event; cleanup by noon the following day - Place of Performance: - Podgorica, Montenegro (event location) - U.S. Embassy Podgorica (contracting office)

Description

Enclosed is the Request for Quotations (RFQ) for Independence Day Event Venue and Catering Services.  If you would like to submit a quotation, follow the instructions at the bottom of the RFQ document. Please send the complete documentation requested in the RFQ document, as well as the completed and signed SF-18 form.

The U.S. Government intends to award a contract/purchase order to the responsible company whose quotation represents the best value to the Government, considering both price and non-price evaluation factors as stated in this solicitation. The Government may award a contract/purchase order based on initial quotations, without holding discussions, although discussions may be held with companies in the competitive range if determined necessary.

Quotations are due by 16:00h (CEST) on April 30th, 2026. No quotations will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted.
