The U.S. Customs and Border Protection (CBP) Office of Chief Counsel is seeking industry input on the capability to provide professional paralegal services supporting real estate activities for border barrier construction. - Government Buyer: - U.S. Department of Homeland Security - U.S. Customs and Border Protection (CBP), Office of Chief Counsel (OCC) - Administration Facilities Training Contracting Division - OEMs and Vendors: - No specific OEMs or vendors are named; this is a Request for Information (RFI) to assess industry capabilities. - Products/Services Requested: - Paralegal support services for real estate and land acquisition activities - Nine (9) paralegals to support legal and administrative tasks - One (1) program manager to oversee paralegal services - Tasks include title review, due diligence, appraisal support, land acquisition negotiations, litigation support, and FOIA requests - Deliverables include reports, quality control plans, and training certificates - Unique or Notable Requirements: - Experience supporting land acquisition for border barrier construction - Ability to provide services through GSA Schedule is of interest - References to previous or similar work are requested - Services to be performed primarily in Texas and Arizona along the southern border - Period of Performance: - One 12-month base year plus three 12-month option years - No products, part numbers, or purchase quantities are specified; this is not a solicitation for proposals.

Purpose
The purpose of this Request for Information (RFI) is to:
Obtain information regarding the capability of industry to meet the above requirements with references of previous or similar work. Obtain information regarding ability for industry to meet the requirements via GSA Schedule.

Submission Instructions
Responses to this RFI shall be submitted in Microsoft Word format. Responses are due no later than 5:00 PM ET, April 16, 2026. Responses shall be submitted in writing via e-mail only to the Contracting Officer, Paul Barrett at paul.barrett@cbp.dhs.gov. Proprietary information, if any, should be minimized and must be clearly marked as proprietary and separated. Please note, all submissions will be Government property and will not be returned.
