The United States Coast Guard Surface Forces Logistics Center has a requirement for a remanufactured pump and is requesting quotations:

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format outlined in FAR Subpart 12.6, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. Solicitation Number 70Z08526Q40095B00 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2026-01. All responsible sources may submit a quotation which, if timely received, shall be considered by this agency. This acquisition will be issued under NAICS 336611. Additional Requirements: Substitute parts or part numbers are NOT acceptable. The USCG does not own the rights to the proprietary data.

Packing and Marking: The centrifugal raw water pump will be stored in warehouse storage and not for immediate installation. It is critical that each overhauled or remanufactured centrifugal raw water pump is packaged to be protected for long-term warehouse storage and multiple shipments. The pump shall be drained and completely dried of all test fluid, placed into a protective crate complying with MIL-PRF-131 Class 1, and individually packaged in its own enclosed wooden container. The container shall be bolted to a skid base with a lid attached using stainless steel Phillips head wood screws, capable of protecting the pump from outdoor elements and damage during shipments.

Markings: Each preserved, packaged, and packed item shall be marked on the upper left-hand side of the two longest sides of each container with machine-made stencils. Markings shall include the stock number, item name, part number, contract number, delivery order number, gross weight, condition code “A”, unit of issue with quantity, and the words “Coast Guard SFLC Material.” The markings shall be in permanent black characters at least 3/8 inch high on a highly contrasting white background.

Inspection and Acceptance: Inspection and acceptance shall occur after verification of preservation, packaging, marking requirements, and confirmation of no damage during transit. Non-compliance will result in rejection and nonpayment. The provision at 52.212-1 applies, with additional language as specified.

Multiple Awards: Multiple awards will not be made. Vendors shall provide an all-or-nothing quote.

Evaluation and Award: The award will be made to the lowest priced, technically acceptable offeror. Vendors must be registered at https://www.sam.gov prior to submitting a quote. Each offeror’s SAM record will be reviewed, and awards will not be made to those with adverse financial information or exclusions.

Additional Submittals: Offerors shall include a completed copy of FAR 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services (May 2024), unless already included in SAM.

Contract Terms: The clause at FAR 52.212-4 applies. FAR 52.212-5, which includes required statutes and executive orders, is incorporated with specific clauses listed in the solicitation.
