Arabic Language Instruction Services for U.S. Embassy Amman

The U.S. Embassy in Amman, Jordan, is seeking a contractor to provide Arabic language instruction for embassy personnel. - Government Buyer: - U.S. Department of State - U.S. Embassy Amman (General Services Office) - Contracting Officer: Jeff Blythe - OEMs and Vendors: - No specific OEMs or vendors are named; open to qualified language instruction providers - Products/Services Requested: - Arabic language classes for embassy staff - Minimum of 50 hours and maximum of 3,500 hours per year - Services include instruction, materials, and classroom space - Classes to be held at the Embassy or within a 5 km radius; online instruction is also permitted - Focus on speaking, listening, reading, and cultural engagement, tailored to proficiency and professional needs - Unique or Notable Requirements: - Fixed-price, indefinite-quantity/indefinite-delivery contract - Two option years and a possible 6-month extension (total duration up to 3 years) - Contractor must provide qualified instructors, all materials, and classroom space - Payment in Jordanian Dinars (JOD), monthly - Offerors must be registered in the System for Award Management (SAM) - Award will be made to the lowest-priced, technically acceptable offeror - Place of Performance: - U.S. Embassy Amman, Jordan, or within a 5 km radius; online instruction allowed

Description

Enclosed is a Request for Quotations (RFQ) for shall provide Arabic language classes to the U.S. Embassy Amman.  If you would like to submit quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form 1449 (Box 8) that follows this letter.

Quotations are due by April 29, 2026 at 16:30 PM (Amman Time GMT+3).  Quotations MUST be submitted by email to AmmanRFQ@state.gov. Offers sent to any other address or addressed to specific individuals will NOT be considered.  

Offers MUST be in the following format to be considered acceptable:

Email subject line to include [Company/Offeror Name] and RFQ 19J01026Q0007. Attach all documents to the e-mail (Microsoft Word or PDF).  We will not accept offers that include links, unsolicited offers, or hard copies. Offers submitted after the deadline or to the incorrect email address will not be considered.

 In addition to the Technical Proposal, offers must include the following for the package to be considered complete:

SF-1449 Section I Pricing; Section 5, Representations and Certifications; Additional information as required in Section 3. Proof of Active SAM Registration

The U.S. Government intends to award a contract/purchase order to the responsible company submitting a technically acceptable quotation at the lowest price.  We intend to award a contract/purchase order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is need to do so.

Notwithstanding FAR 4.203-1(b)(5)(ii), I have determined that it is in the best interest to the Government that offerors be registered in the SAM (System for Award Management) database found at https://www.sam.gov prior to submittal of their proposal. Failure to have an active account in SAM at time of proposal submission shall deem the offeror’s proposal to be considered non-responsive to the solicitation instructions and requirements and no further consideration shall be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.
