This opportunity seeks a qualified Turkish contractor to provide comprehensive golf course maintenance services at Incirlik Air Base, Türkiye, for the U.S. Air Force. - Government Buyer: - Department of the Air Force, 39th Air Base Wing, 39th Contracting Squadron, and 39th Force Support Squadron at Incirlik Air Base - Scope of Services: - Full-service golf course maintenance at Hodja Lakes Golf Course (9-hole, 60-acre facility) - Services include mowing, fertilization, irrigation, chemical application, pest management, equipment maintenance, and recordkeeping - Contractor must supply all labor, materials, and equipment - Compliance with USAF and DoD environmental and safety standards, including pesticide application certifications - Monthly reporting and quality control programs required - Contract Structure and Value: - Base period of 12 months, four 12-month option years, and a 6-month extension (total up to 66 months) - Estimated annual value for materials and equipment: $100,000–$150,000 - Eligibility and Notable Requirements: - Only SAM-registered Turkish national firms are eligible, per U.S.-Turkey bilateral agreements (DECA) - Past performance documentation and pricing spreadsheets required - Strict site visit rules and security restrictions (e.g., no photography/electronic devices) - No specific OEMs, vendors, or product part numbers are named in the solicitation - Place of Performance: - Incirlik Air Base, Adana, Türkiye

THIS REQUIREMENT IS SUBJECT TO THE DEFENSE AND ECONOMIC COOPERATION AGREEMENT (DECA) - U.S. INTERESTS AND TURKISH NEEDS DATED AUGUST 1982. ONLY PROPOSALS FROM SAM-REGISTERED TURKISH FIRMS (LOCAL NATIONAL) WILL BE EVALUATED.

THIS REQUIREMENT IS SUBJECT TO CLAUSE 52.232-18, AVAILABILITY OF FUNDS:

                                                          Availability of Funds (Apr 1984)

Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.

SITE VISIT RULES AND RESTRICTIONS:

Contractors that provided affirmative responses to SAM Notice ID: 39CONS_IncirlikSiteVisit will be permitted to attend the site visit on 27 April 2026. No new attendance requests will be processed at this time.

Photography/Videography: Photography and videography are strictly prohibited unless specifically authorized by the on-site Contracting Officer.

Electronic Devices: The use of personal electronic devices, including cell phones, laptops, and smartwatches may be restricted in certain areas.

Questions: Questions may be submitted in writing prior to the site visit or asked during the designated question-and-answer portion of the tour. All questions and official answers will be posted on SAM.gov as an amendment to this notice.
