Foreign Service Test Administration Services for Department of State

The U.S. Department of State, Bureau of Personnel and Training, Board of Examiners is seeking contractor support for Foreign Service Test Administration: - Government Buyer: - U.S. Department of State, Bureau of Personnel and Training, Board of Examiners - Scope of Services: - Development, administration, and management of Foreign Service tests, including: - Foreign Service Officer Test (FSOT): 6,000 tests annually - Consular Fellows Program Test (CFPT) - Specialist Tests (including Consular Professionals and Diplomatic Technology Officer Test) - Related assessments for approximately 10,000-15,000 candidates per year - Secure, computer-based test delivery at domestic and international centers, including U.S. Embassies and Consulates - Online proctoring, web-based registration, scoring, reporting, and accommodations for candidates - Data delivery from all tests within 2-3 days after test conclusion - Training and support for test center staff and State Department administrators - Unique Requirements: - Secure test administration at both Pearson testing centers and OnVUE online platform - Cloud-based proctoring with identity verification and monitoring for exam security - Monthly progress reports for Specialist Tests - Ability to support candidates with accommodations - No specific OEMs or commercial test platform vendors are named in the documents - Estimated annual test volume: 10,000-15,000 candidates - Period of performance: One-year base with four option years - Primary places of performance include domestic test centers (including Puerto Rico), U.S. Embassies and Consulates, and approved international commercial sites
