The American Battle Monuments Commission (ABMC) is seeking contractor support for the Fallen Servicemembers Religious Heritage Restoration Program. - Government Buyer: - American Battle Monuments Commission (ABMC) - Chief Acquisition Officer: Michael Bachofen - Contracting office located at 2300 Clarendon Blvd, Suite 500, Arlington, VA 22201 - Scope of Work: - Research and identification services to locate American Jewish servicemembers buried in American military cemeteries under grave markers that incorrectly represent their religion or heritage - Develop evidence-based case files for each identified servicemember - Identify surviving next of kin (NOK), with outreach only if authorized - Travel for research purposes is authorized with prior written approval and reimbursed per Federal Travel Regulations - Products/Services Requested: - No physical products or OEMs specified; all requirements are for commercial research and genealogical/historical identification services - No part numbers or specific vendors are mentioned - Unique/Notable Requirements: - Contractor must demonstrate capability in research methodology, case file development, NOK identification, quality control, data protection, and staffing - Quality control and data protection are emphasized - Multi-year contract structure: base year plus four option years, each 12 months, subject to government discretion and funding - Place of Performance: - Research focused on American military cemeteries - Contracting office and government facility at ABMC headquarters in Arlington, VA

Description

The American Battle Monuments Commission (ABMC) is soliciting proposals for commercial research services to identify American Jewish servicemembers buried under grave markers that incorrectly represent religion or heritage, and to identify surviving next of kin (NOK), as described in the attached Statement of Work, Attachment 1.

Questions shall be submitted in writing to the Contracting Officer and Contracting Specialist no later than 14 April 2026 at 5PM (Eastern Time). Responses will be issued by written amendment or posting.

Proposals shall be submitted via email to the Contracting Officer and Contracting Specialist with the subject line “Proposal – 74330226R0039 – Offeror Name” no later than 5PM (Eastern Time) on 28 April 2026 to bachofenm@abmc.gov and youngj.ctr@abmc.gov.
