Description

THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR AN INVITATION FOR BID. NO CONTRACT OR PURCHASE ORDER WILL BE AWARDED FROM THIS NOTICE. THIS MARKET RESEARCH IS TO GAIN KNOWLEDGE OF CAPABILITIES AND QUALIFICATIONS OF INTERESTED VENDORS AND WILL BE USED BY THE GOVERNMENT TO SHAPE THE ACQUISITION STRATEGY IN DEVELOPING A COMPETITIVE REQUIREMENT.

The United States Forest Service intends to issue a solicitation for road repair services on the Monongahela National Forest. Work includes but is not limited to the following activities:

Repairing base failures, pavement failures and resurfacing Forest Road (FR) 86. Milling or sawing of pavement and excavation of unsuitable material from failed areas as designated in the plans. Repairing base failure areas by placing rock and separation fabric to create French drains as needed, placing and compacting aggregate base stone, and placing HMA base material to bring the repair area back to original road grade. Once base failure repairs are complete, a combination of HMA patch, leveling, and wearing courses will be placed throughout the entire project area. Shoulders will be scarified, topsoil and vegetation removed, and aggregate placed and compacted to create 2 shoulders. Milled HMA material will be hauled to FR 101 and placed in approximately 3-inch-deep compacted lifts, across the full road width in areas as designated.

NOTE: Repair specifications require Hot Mix Asphalt (HMA) to be produced at a WVDOH Certified Asphalt Plant. HMA quality is time and temperature sensitive. Hauls longer than approximately three hours risk the mix cooling below acceptable placement temperatures, leading to rejection at the site; a two-hour haul is ideal.

The contractor’s personnel must possess the necessary expertise, qualifications, and experience to assure performance of the work in accordance with sound, safe, and efficient management practices.
