Description
This announcement is to all Small Business, 8(a) Small Business, HUBZone Small Business, Indian Small Business Economic Enterprises, Service-Disabled Veteran-Owned Small Business and Women-Owned Small Business concerns that may be interested in performing a contract for the California Great Basin Region of the Bureau of Reclamation. The work to be performed is described below. Based upon response to this announcement, the Government may determine to set this acquisition aside or proceed with an unrestricted solicitation. The applicable North American Industry Classification System (NAICS) Code is 237990 and the related small business size standard is $45M. This notice is not a request for proposal and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner. The estimated cost of this project is between $5M - $10M. This procurement will require 100% performance and payment bonds.This sources sought notice is for market research and acquisition planning purposes only. No formal solicitation for this work exists at this time. The work is located at U.S. Bureau of Reclamation, Folsom, California.Interested parties should include the following information in their response: (a) Business name, address, cage code, size classification based on NAICS size standard, socioeconomic classification (i.e. HUBZone; 8(a), etc.), and a point of contact; (b) A positive statement of your intention to submit an offer for this solicitation as a prime contractor; (c) Evidence of your experience performing work similar in type and scope to the work in this announcement within the last five years. Information on SAM registration can be obtained via the Internet at http://www.sam.gov PRINCIPAL COMPONENTS OF WORK: • Inspect and provide written assessment of the existing conditions of the existing barrier and provide recommendations if components need to be replaced or refurbished.• Design and install a debris curtain system on the existing vessel exclusion barrier.• Design and replace all existing mast/fence post connections to the module truss to be the same.• Design and install a new connection system connecting the barrier ends to the cable attached to the dam.• Design and replace all existing module to module connectors.• Design and replace existing anchors and add clump anchors/sinkers on the east and center moorings.• Design and replace the west mooring.• Design and install moorings on which both barrier ends can be temporarily attached during low water level (350’ ELEV and below).• Design and add in lake anchors on intermediate buoys on the protected side of the barrier.• Obtain certification of the reconfigured barrier according to ASTM F2766 “Standard Test Method for Boat Barriers.”• Provide eight (8) spare modules and eight (8) spare module to module connectors and the required hardware for use.
