The Federal Bureau of Prisons at FCI Schuylkill is seeking a contractor for a comprehensive upgrade of its 500,000-gallon above-ground water tank in Minersville, Pennsylvania. - Government Buyer: - Federal Bureau of Prisons, Department of Justice - Federal Correctional Institution (FCI) Schuylkill - OEMs and Vendors: - No specific OEMs or manufacturers are named in the solicitation or attachments - Products and Services Requested: - Cleaning and sediment removal from the tank interior - Installation of safety devices: - Anti-vortex plate (1) - Cable-type safety climb device (1) - Fall protection signage (1) - Confined space entry signage (1) - Component replacements and upgrades: - Replace PVC overflow pipe with steel system (1) - Install open coil element heaters (2) - Install sacrificial anodes (1) - Install thermometer (1) - Replace bolts with maintenance-free galvanized steel bolts (1) - Install frost-proof drain valve with locking device (1, lock provided by owner) - Install lock on primary roof hatch (1, lock provided by owner) - Repairs and maintenance: - Repair cracks and spalling with non-shrinking grout (1) - Pressure wash tank exterior with antifungal solution (1) - Clean and tack weld anchor bolts, repaint (1) - Clean and seal or paint exposed foundation (1) - Adjust, calibrate, and lubricate liquid level gauge (1) - Documentation and training: - Provide installation certification with notarized affidavit - Deliver operation and maintenance manuals and train FCI staff - Unique or Notable Requirements: - Strict adherence to quality standards and security regulations - On-site supervisor required during work hours - All work to be performed at FCI Schuylkill, Monday to Friday, 6:00 AM to 4:00 PM (alternate hours by approval) - Owner provides locks for certain components - Contractor must provide all equipment, labor, materials, and incidentals

Description

The Federal Bureau of Prisons, Federal Correctional Institution (FCI) Schuylkill located in Minersville, Pennsylvania intends to make a single award to a responsible entity to provide all necessary equipment, labor, materials, and incidentals to correct the below referenced work on a 500,000 gallon above ground water tank: 

Perform a dry interior cleanout to remove sediment. Install an anti-vortex plate on the suction line. Install a cable-type safety climb device on the shell ladder. Post a confined space entry sign at the primary roof hatch. Adjust, calibrate, and lubricate the existing liquid level gauge. Install a thermomete on the tank. Replace the PVC overflow pipe with a steel overflow system, complete with standoffs, flapper valve, and screen. Install two (2) open coil element (OCE) heaters. Install sacrificial anodes on the interior shell. Install a lock on the primary roof hatch. (Owner provided lock) Repair cracks and spalling with a commercial non-shrinking grout. Pressure wash the tank exterior with an antifungal solution. Install a fall protection required sign near the base of the shell ladder. Install a frost-proof drain valve complete with a locking device. (Owner provided lock) Replace the bolts on the primary shell manway with maintenance-free galvanized steel bolts. Clean the area around the anchor bolts, tighten the anchor nuts, and tack weld the nuts to the bolts, repaint. Clean the exposed foundation and seal or paint to protect the concrete.
