The University of Maine System (UMS) is seeking a qualified consulting firm to provide comprehensive Health and Welfare Benefits Consulting services for its employee benefit programs. - Government Buyer: - University of Maine System (UMS), Office of Strategic Procurement - Scope of Services: - Strategic plan design and ongoing management for employee benefit programs (medical, dental, vision, pharmacy, life, disability, EAP, FSA, retiree billing, COBRA, wellness) - Vendor management, competitive bidding support, and cost containment strategies - Regulatory compliance (state and federal), actuarial and underwriting analysis, and financial data analytics - Specialized support for unionized employees (with at least 75% union representation preferred), retirees, and higher education benefit issues - Experience with self-insured health plans, pharmacy benefit managers, risk sharing arrangements, and ACO contracting - Support for collective bargaining and communication strategies - Notable Requirements: - Consultant must be licensed to do business in Maine and other relevant states - Demonstrated experience with higher education institutions, multi-union environments, and self-insured plan management - Sufficient staffing and technical resources to support a system with approximately 6,500 benefit-eligible employees across multiple campuses - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation - Products/Services Requested: - Health and Welfare Benefits Consulting Services (no part numbers or quantities specified) - Place of Performance: - Services to be provided across the University of Maine System, with activities in Maine and at UMS campuses and offices - Period of Performance: - Contract start date is estimated for July 1, 2026, with term and renewal periods subject to funding and performance
