1.0 Purpose and Introduction The Army Contracting Command–Aberdeen Proving Ground (ACC-APG), Installation and Technology Division, Aberdeen Proving Ground, Maryland, is issuing this Request for Information (RFI) to conduct additional market research and assess industry capability to meet the Army’s requirement for Legacy Applications Technical and Operational Support Services (LATOSS) in support of the Defense Commissary Agency (DeCA). This is not a solicitation for proposals, a promise to issue a solicitation in the future, or a commitment to purchase any products or services. The information provided in this RFI is subject to change and is not binding on the Government. The Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party’s expense. The purpose of this RFI is to identify sources and gain knowledge of interest, capabilities, and qualifications of various members of the IT Schedule 70 Program, Category 132.51 Information Technology Professional Services, to compete for and perform this Task Order. Specifically, DeCA is seeking information from qualified industry partners regarding the ability to meet the following performance objectives: Legacy and Core Systems’ Environment: DeCA’s Headquarters at Fort Lee, VA, hosts various corporate and resource management applications on-premises using commercial-off-the-shelf (COTS), government-off-the-shelf (GOTS), in-house developed applications, and applications accessed from approximately 5,500 Agency computers deployed worldwide. The systems include archaic programming languages (COBOL, AcuCOBOL, PL-SQL, SQL-Forms, etc.) and proprietary software tools (BARCODE - Ruediger Kerkloh, Ascheberg/Germany; apPopupMenu – APY Software; Wforms and MKeys – Mustow Software; Forms Electric – Visual Software). They consist of millions of lines of undocumented DeCA business processes developed over 25 years, with more than 4,000 processes custom coded in COBOL. DeCA Interactive Business System (DIBS): A legacy, mission-essential, government custom COBOL application for resale automation, used at headquarters and all commissaries for ordering, receiving, financial transactions, and data transmission. It includes subsystems like DOORS, FDS, DSD, and DSD-S, interfacing with DeCA’s Enterprise Business Solution (EBS)/ARTS. Supported by AcuCOBOL, GLINK, and Oracle Database, hosted and managed by DeCA’s Data Center Branch. Standard Automated Voucher Examination System (SAVES): A legacy, mission-essential, government custom COBOL GUI-based application supporting contracting and bill payments for DeCA commissaries in the U.S., Guam, and Europe. It processes receipts, invoices, credit memos, overpayments, and interfaces with DIBS. DeCA Electronic Records Management and Archive System – Refresh (DERMAS-R) and Task Management System (TMS): Core systems for records and suspense management, compliant with NARA regulations, accessible via web and desktop clients, interfacing with SharePoint, Files Shares, EBS/ARTS, DIBS, and other internal systems. Electronic Data Interchange (EDI): Supports electronic ordering, receiving, and pricing of grocery items, handling approximately 80% of resale items, with over 1 million translations annually, using OpenText translator software, running on three processes across two servers with Oracle 19g, communicating via PKI over AS2 in the DMZ. Coupons 2000 (C2K): A legacy Microsoft Access application with SQL database for coupon data collection and reconciliation, maintaining store transmittals, batch invoices, bank vouchers, and manufacturer data. DeCA Meat and Produce System (DMPS): Two legacy Microsoft Access applications for meat and produce management at headquarters and stores. Additional Services: The contractor shall provide personnel, supervision, management, technical services, project management, configuration management, documentation, operational support, cybersecurity, disaster recovery, enterprise data environment support, and project oversight to ensure system support and lifecycle management. 2.0 Background DeCA manages and operates all DoD commissaries worldwide, supporting the mission to provide grocery items at significant savings. With approximately 250 stores and distribution centers, over 15,000 employees, and various applications, DeCA requires technical and operational support services to maintain current and future applications across multiple locations. The contractor shall monitor LATOSS processes, provide 24/7 support, and recommend operational improvements. Support includes emergency response, system analysis, design, programming, debugging, testing, installation, and baseline change control. Normal business hours are 0730 to 1700, Monday through Friday, excluding federal holidays. Personnel designated as “on call” must respond within 30 minutes, with problem resolution within two hours if possible. The contract aims to provide Systems Engineering and Technical Assistance (SETA) for daily support, with a goal to incrementally replace legacy systems with Enterprise Business Solution or ARTS within two years, ensuring operational currency and meeting business needs. Options for custom content creation for DeCA private labels, national brands, and smaller vendors, including turnaround times. Support for legacy COBOL systems with over 4,000 custom processes. Support for mission-essential COBOL GUI applications like SAVES and AIMS. Support for DERMAS-R and TMS systems. Support for EDI systems, including translation software, server processes, and communication protocols.
