The State of Hawaii Department of Transportation Airports Division is seeking a contractor to provide Designated Aviation Channeling Services (DAC) for all major airports statewide. - Scope of Work: - Furnish, deliver, install, and maintain fingerprinting equipment and software at Daniel K. Inouye International Airport (HNL), Ellison Onizuka Kona International Airport (KOA), Hilo International Airport (ITO), Kahului Airport (OGG), and Lihue Airport (LIH) - Collect and process data for TSA-required background checks, security threat assessments, and FBI Rap Back subscriptions for approximately 30,000 active airport badge holders - Integrate with each airport's Identity Management System (IDMS) - Provide training, delivery, setup, and quarterly maintenance support services - Products and Services Requested: - Lease and maintenance of fingerprinting systems (12 months per airport, with possible extensions) - Fees for Criminal History Records Checks (CHRC), Security Threat Assessments (STA), FBI Rap Back subscriptions, and CBP eBadge programs - IDMS integration and system delivery/training/setup charges per airport - Unique Requirements: - TSA certification and experience with aviation security regulations are mandatory - Contractor must support ongoing maintenance and training - Nonperformance may result in liquidated damages and FAA/TSA fines - No specific OEMs or vendors are named; procurement is open to qualified providers with relevant experience - Major delivery and installation locations are Hawaii's five largest airports

Description

The State of Hawaii Department of Transportation Airports is soliciting proposals for designated aviation channeling services statewide. The contractor will furnish, deliver, and maintain equipment and software to collect data on individuals approved to work in secure and sterile airport areas, submitting this data to the Transportation Security Administration and FBI for threat assessments. Proposals must be submitted via the Hawaii eProcurement Portal (HIePRO) by April 16, 2026. A virtual pre-bid conference is scheduled for March 24, 2026.
