East 9th Street Stormwater Improvements – Contech and Modular Wetland Systems Equipment

The City of Bremerton Public Works & Utilities is seeking bids for the East 9th Street Stormwater Improvements project in the Manette neighborhood of Bremerton, WA. - Scope of Work: - Installation of two Contech Filterra stormwater treatment systems (OEM: Contech) - Installation of one Modular Wetland Systems vault (OEM: Modular Wetland Systems) - Replacement and installation of approximately 1,400 linear feet of 18-inch diameter and larger stormwater pipes - Replacement of an 8-inch stormwater outfall pipe with a 36-inch pipe and associated concrete outfall structure, including energy dissipator and boulder roughened discharge pad - Roadway reconstruction with hot mix asphalt, pavement markings, curb ramps, driveways, and landscape restoration - Shoreline restoration and mitigation at East 9th Street Mini Park and Smith Cove, including bank stabilization and aquatic habitat protection - Notable Requirements: - Pollution liability insurance (minimum $1,000,000 per occurrence and aggregate) - Compliance with apprentice utilization requirements - Adherence to environmental permits and regulations, including Nationwide Permit NWS-2024-00424, Endangered Species Act, and National Historic Preservation Act - Work in aquatic areas restricted to August 1 through February 15 annually to protect endangered species and spawning fish - Estimated contract value: $3.0 to $3.7 million - Bidders must review all technical specifications, environmental conditions, and insurance requirements in the contract documents and addenda.

Description

This solicitation is for the installation of two Contech Filterra stormwater treatment systems and one Modular Wetland Systems vault, along with conveyance piping, roadway restoration, and a stormwater outfall and shoreline restoration at the East 9th Street Mini Park and shoreline mitigation at Smith Cove in Bremerton, Washington. The work includes temporary traffic control, demolition, removal and replacement of stormwater pipes and catch basins (approximately 1,400 linear feet of 18-inch diameter and larger pipe), grading, installation of precast concrete treatment vaults and hydrodynamic separators, roadway reconstruction with hot mix asphalt, pavement markings, curb ramps, driveways, and landscape restoration. Bidders must comply with pollution liability insurance requirements and other specifications detailed in the contract documents. The project is open for bids until April 14, 2026.
