Hampton County, South Carolina is seeking qualified firms to provide disaster debris management and recovery services through a pre-event, as-needed contract: - Government Buyer: - Hampton County Government, Emergency Management, County Administrator's Office - Scope of Services: - Emergency road clearance and rapid debris removal from public and private property - Debris management site (DMS/TDSRS) development, operation, and remediation - Segregation, processing (grinding, chipping, open burning, air-curtain incineration), and disposal of vegetative and construction & demolition (C&D) debris - Hazardous waste and biohazardous waste abatement, demolition, and hazardous material disposal - Marine debris removal from canals, bayous, ditches, and open waters; boat removal - Ancillary services: sand collection/screening/relocation, freon management, dead animal disposal, hazardous stump/tree/limb removal, white goods handling, and provision of generators and other equipment - All services must comply with FEMA requirements and federal-aid highway regulations - Contract Structure: - Indefinite-delivery/indefinite-quantity (IDIQ), activated by written notice as needed - Initial term of three years, with up to two one-year renewal options - No minimum work guarantee; unit-price/hourly-rate based pricing - County may make primary and secondary/specialty awards - Vendor Requirements: - Minimum five years of relevant experience and demonstrated FEMA familiarity - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation - Notable Requirements: - Strong documentation discipline for federal/state reimbursement eligibility - Rapid emergency mobilization and cost control emphasized - Place of Performance: - All services to be performed within Hampton County, SC; submission address is 200 Jackson Ave. E, Hampton, SC 29924
