The USDA Agricultural Research Service (ARS) is seeking a small business contractor to perform a full roof replacement on Building 3 (the Barn) at the Biosciences Research Laboratory in Fargo, ND. - Government Buyer: - United States Department of Agriculture (USDA), Agricultural Research Service (ARS) - Offices: Biosciences Research Laboratory (Fargo, ND) and Acquisition & Property Division (Beltsville, MD) - Scope of Work: - Remove and dispose of the existing flat roof system down to the structural decking - Install new R-35 insulation, 5/8" exterior grade coverboard, and a 60 mil EPDM roof system (mechanically attached) - Add new 22-gauge Kynar sheet metal and flashing, gutters, and downspouts - Install walking pads (e.g., RF-RTP232) around chillers and air handlers - Repair or replace PVC piping and supports in the reroof area - Provide daily cleanup and a portable toilet for contractor staff - Provide a 20-year No Dollar Limit (NDL) roof warranty and a 2-year contractor installation warranty - Products/Services Requested: - R-35 insulation, 5/8" coverboard, 60 mil EPDM roof system, walking pads (RF-RTP232), sheet metal/flashing, PVC piping repair - Roof system removal/disposal, daily cleanup, portable toilet provision - Unique/Notable Requirements: - Total small business set-aside under NAICS 238160 (Roofing Contractors) - Compliance with Davis-Bacon Act wage determinations - Mandatory site visit and detailed technical/past performance proposals - Security protocols and submittal requirements - 120-day period of performance from notice to proceed - No specific OEMs or proprietary products are mandated; walking pads reference part number RF-RTP232 as an example.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Quotations are being requested and a separate written solicitation will not be issued.
