This opportunity supports US Special Operations Command (USSOCOM) and the Joint Special Operations Task Force - Somalia (JSOTF-SOM) in their need for expert cultural and political advisory services in East Africa. - Government Buyer: - United States Department of Defense - United States Joint Special Operations Command (USSOCOM) - Joint Special Operations Task Force - Somalia (JSOTF-SOM) - SOCAFRICA Contracting Office - OEMs and Vendors: - No specific OEMs or commercial vendors are named; this is a professional services requirement. - Services Requested: - Three (3) Cultural/Political Advisors - Must provide: - Cultural, political, and operational advice to US military leadership - Facilitation of high-level key leader engagements - Somali-English interpretation and translation - Liaison support with the Federal Government of Somalia - Minimum requirements: - At least three years of experience as a cultural advisor in Somalia - Active TS/SCI security clearance - Interagency Language Roundtable level 3 proficiency in both English and Somali - Established relationships in Somalia to provide access, influence, and operational support - Travel required within Somalia, Djibouti, and Kenya - Government provides housing, meals, and mission-related support - Unique or Notable Requirements: - Advisors must have established relationships in Somalia - Must be able to satisfy all requirements in Section 4 of the Performance Work Statement - Advisors must be able to travel throughout Somalia, Djibouti, and Kenya as needed - Active TS/SCI clearance and high-level language proficiency are mandatory - No products or hardware are being procured; this is a specialized personnel services contract.
Description
Three (3) Cultural/Policital Advisors based in Mogadishu, Somalia with experience supporting United States military forces, and who possess the aptitude, knowledge, interpersonal skills, linguistic ability, and established relationships necessary to provide access, influence, and operational support. Advisors shall provide cultural context, arrange, and facilitate high level key leader engagements and provide linguistic support while serving as liasions.
See attached Performance Work Statement. Performan Work Statement may have adjustments with release of official Solicitation.
Government's Intent:
Contractor personnel shall have a minimum of three years work experience as a cultural advisor in Somalia. Contractor personnel shall have an active TS/SCI security clearance. Contractor personnel shall have demonstrated conversational proficiency in English and Somali. Contractor personnel shall have demonstrated experience satisfying the requirements listed in Section 4 of the Performance Work Statement
