THIS PRESOLICITATION NOTICE IS NOT A REQUEST FOR BIDS.
The West Texas VA Health Care System must replace existing boilers and associated plant systems at 300 Veterans Blvd., Big Spring, TX 79720, maintaining continuous steam service during construction via temporary boilers and executing work to VA Master Specifications (Divisions 01, 23, 26, etc.).
The Points of Contact (POC) for this project will be Contracting Officer Horacio Fernandez, horacio.fernandez@va.gov.
Set aside: This project will be 100% competitive set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB).
North American Industry Classification System: (NAICS) 238220 Plumbing, Heating, and Air Conditioning Contractors (size standard $19M).

Description: Contractor shall provide all necessary labor, materials, equipment, and supervision to replace the boilers at 300 Veterans Blvd., Big Spring, TX 79720 Building 2. The work shall be performed in accordance with the Statement of Work (SOW), specifications, and drawings provided in the solicitation.
The contractor shall provide all labor, materials, equipment, testing, supervision, and project management necessary to demolish, replace, and commission the boiler plant at the West Texas VAMC, Building 2 in Big Spring, Texas. Work includes, but is not limited to:
Removal of existing boilers and associated systems. Provision and installation of new packaged fire tube boilers, boiler plant piping, fuel trains, breechings/stacks, feedwater/condensate systems, and all mechanical and electrical upgrades. Maintaining uninterrupted facility operations using temporary boilers. Full startup, testing, commissioning, and operator training per VA Master Specification Divisions 01, 23, 26, and VHA Directive 1810. Work must comply with the Statement of Work (SOW), 100% drawings, specifications, infection control requirements, OSHA 10/30, and all applicable VA design standards.
Work shall be executed in an active medical center; strict coordination with the COR is required to avoid impacts to patient care.
The magnitude of this project is between $5,000,000 and $10,000,000 in accordance with VAAR 836.204.
Apparent successful offeror must be SBA VetCert VERIFIED (VISIBLE and VERIFIED) at the time of bid submission in accordance with 38 CFR Part 74 and VAAR 819.7. Failure to be VetCert VERIFIED prior to bid submission WILL result in the bid being deemed non responsive. All SDVOSB offerors are strongly encouraged to complete VetCert verification well in advance of the solicitation posting.
