PROJECT LABOR AGREEMENT (PLA) MARKET SURVEY
THIS IS A PROJECT LABOR AGREEMENT SURVEY ONLY. THIS IS NOT A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR INVITATION FOR BID. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME.
The Fort Worth District, U.S. Army Engineer Corps of Engineers is soliciting comments from potential offerors addressing the potential use of PLAs for large scale construction projects.
This market survey is for the Chapel for America’s Airmen, (JBSA)-Lackland Air Force Base (AFB), TX requirement. A separate solicitation will be issued in Fiscal Year (FY) 2026 for the construction contract, with award anticipated in FY 2027.
Target Price Range: Between $100,000,000 and $110,000,000.
Project Scope: This requirement is for a Design-Bid-Build construction project for a chapel to support military trainees, including worship spaces, education and administrative areas, and a trellis/plaza area designed to accommodate more than 19 distinct faith groups. The construction will require a standing seam metal roof, standard slab on grade, and concrete masonry unit walls. The project will demolish two facilities, building 9020 (3,311 SM) and building 9028 (3,424 SM) (Total: 6,735 Square Meters). The project will include all necessary utilities, site improvements, pavements, and communication to provide a complete and usable facility. The environmental remediation will include the removal of asbestos, and any additional work needed to mitigate potential hazards. Facilities will be designed as permanent construction in accordance with the Department of Defense Unified Facilities Criteria 1-200-01, General Building Requirements. This project will comply with DoD Antiterrorism/force protection requirements per Unified Facility Criteria 4-010-01.
Revolutionary Federal Acquisition Regulation Overhaul (RFO) Policy:
1. RFO 22.5 and 36.002(b) requires agencies to use PLA in large-scale construction projects to promote economy and efficiency in the administration and completion of Federal construction projects.

An agency may, if appropriate, require that every contractor and subcontractor engaged in construction on the project agree, for that project, to negotiate or become a party to a project labor agreement with one or more labor organizations if the agency decides that the use of project labor agreements will:
3. Advance the Federal Governments interest in achieving economy and efficiency in Federal procurement, producing labor-management stability, and ensuring compliance with laws and regulations governing safety and health, equal employment opportunity, labor and employment standards, and other matters; and
4. Be consistent with law.
