THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.

The Indian Health Service, Blackfeet Service Unit, hereby submits a Notice of Intent to award a sole source, firm-fixed price contract for Telephone, Fax and Internet Services to Siyeh Communications, UEI: KY5RFTW5TEU3

Period of Performance is for one (1) year from May 1, 2026, to April 30, 2027

Service Locations: Blackfeet Service Unit, 760 Hospital Circle, Browning, Montana and Heart Butte Health Station, 17 Hospital Road, Heart Butte, Montana

The estimated total value is below the simplified acquisition threshold.

The sole source contracting action is pursuing a waiver from placing an order on a competitive basis pursuant to FAR 6.103-1, only one responsible source and no other supply or service will satisfy agency requirements.  This requirement is to provide essential telephone and internet services in support of a remote hospital and its associated outpatient clinic.  Reliable telecommunications infrastructure is critical to sustain patient care, enable emergency response coordination, support electronic health records, and maintain overall operational continuity.  Siyeh Communications owns and operates the necessary infrastructure within the service area, including network lines, switching capabilities, and access points required to deliver continuous and reliable connectivity.  The vendor’s proximity and existing logistical infrastructure enable timely, reliable service delivery and rapid response to outages or maintenance requirements.

Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the agency. 

The determination not to compete this proposed action is solely within the discretion of the Government.  Information received normally will be considered for the purpose of determining whether to conduct a competitive procurement.  The Government will not be responsible for any costs incurred for responding to this notice.
