Description
Hillsborough County Public Schools (HCPS) is soliciting proposals for Stop Loss Insurance coverage effective January 1, 2026. The solicitation is for transitioning from a fully insured medical and pharmacy plan to a self-funded plan with Stop Loss coverage for claims cost protection. The total eligible employees are approximately 24,328 with about 78.5% currently enrolled in Medical/Rx coverage. Proposals are requested initially as illustrative using data through July 2025, with firm quotes to follow as additional data becomes available. The contract term is for one year, from January 1, 2026, to December 31, 2026.
