NSWC Crane Division, part of the U.S. Navy under NAVSEA, is soliciting firm fixed-price offers for Uninterruptible Power Supplies (UPS) under a small business set-aside: - Government Buyer: - U.S. Navy, Naval Surface Warfare Center Crane Division, Contracts Department - OEMs and Vendors: - Eaton (OEM specified for brand name or equal) - Equivalent products from other OEMs are permitted if they meet all technical requirements - Products Requested: - 14 Uninterruptible Power Supplies (UPS), brand name or equal to Eaton 9SX 3000 120V (Part Number 545-9SX3000) - Each UPS must have: - At least 4 NEMA 5-20R 120V 60Hz power outputs - L5-30P 120V 60Hz power input - Hot-swappable internal batteries - Online/double-conversion capability - 3000VA rating - Expandable network card for remote management - Shipping and tariff costs for 14 units - Unique/Notable Requirements: - Delivery required within 30 days after contract award - Constructive acceptance period of 30 days post-delivery - 100% Small Business set-aside under NAICS 335910 - Vendor responsible for shipping setup and tariff estimation - Place of Performance/Delivery: - NSWC Crane, Warfare Center, 300 Highway 361, Crane, IN 47522-5001 - Eaton is the only OEM specifically mentioned, but equivalent products from other OEMs are allowed if they meet the stated specifications.

ISSUE DATE 06-APR-2026 – CLOSING DATE 27-APR-2026 – 11:00 PM Eastern Time

ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a BRAND NAME or EQUAL requirement for a quantity of seven (7) Uninterruptible Power Supplies similar to the Eaton 9SX 3000 120V Part Number 545-9SX3000 with the following characteristics:

At least 4 NEMA 5-20R 120V 60Hz power outputs L5-30P 120V 60Hz Power Input Hot-Swappable internal batteries Online/Double-conversion 3000VA Expandable Network Card for remote management

This procurement will require a delivery date of 30 days after contract award, and has an extended acceptance period of 30 days.

The Navy intends to solicit this contract on a full and open competition basis after exclusion of sources as a 100% Small Business set-aside IAW FAR 19.5. Delivery is required FOB Destination NSWC Crane.  The solicitation will be made available posted on sam.gov.  All changes that occur to competitive actions prior to the closing date will be posted to Contract Opportunities on https:/sam.gov/.  For within scope changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and / or award.

Contractors must be properly registered in the System for Award Management (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 866-606-8220 or via the internet at https://sam.gov.

This solicitation is being issued pursuant to the procedures at FAR 12.201-1 Commercial. as a written Firm Fixed Priced Request for Quotes .  Synopsis exception FAR 5.202(a)(13) applies and Solicitation Number N00164-26-Q-0102 is hereby issued as an attachment hereto. 

All changes to the requirement that occur prior to the closing date will be posted to Contract Opportunities on https://sam.gov/.  It is the responsibility of interested vendors to monitor https://sam.gov/ for any amendments, which may be issued to this solicitation. 

For changes made after the closing date, only those offerors that provide a quote will be provided any changes/amendments and considered for future discussions and/or award.
