Description

This is a Pre-Solicitation notice for non-commercial products under Simplified Acquisition Procedures prepared in accordance with the format in FAR Subpart 13.1, as supplemented with additional information included in this notice. This announcement does not constitute a solicitation. A written/paper solicitation will be posted on sam.gov. The associated Request for Proposal (RFP) number will be posted when the solicitation is active. The solicitation will document and incorporate provisions and clauses in effect through FAC 2026-01 and DFARS Change 20251110. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses:

The NAICS code is 331210 and the Small Business Standard is 1000 (# of employees). This will be solicited as a small business set aside.

The Portsmouth Naval Shipyard will be seeking responses from sources capable of providing the following:

NSN: 1H 4710 00-455-0197 X2

TUBE SEAMLESS MIL-T-23520 NICKEL COPPER ALLOY manufactured in accordance with Attachment 1.
