Sole-Source Bridge Contract for Grounds Maintenance at Naval Weapons Station Crane and Glendora Testing Facility

This opportunity involves a sole-source, one-year bridge contract for grounds maintenance services at two major Navy facilities in Indiana: - The Department of the Navy (NAVFAC Mid-Atlantic) will award an IDIQ contract to Logsdon & Son Inc. for base-wide grounds maintenance. - Services include mowing 200 acres of lawn, maintaining 30 cemeteries, 400+ miles of road right of way, 1700+ magazines, 46 acres of landfills, 60 miles of boundary fence right of ways, utility line right of ways, 140 miles of railroad right of way, weed control, debris removal, and snow/ice removal. - The contract is justified under urgent and compelling circumstances (FAR 6.302-2, 10 U.S.C. 3204(a)(2)) to ensure continuity of essential base operations. - Period of performance is April 1, 2026, through March 31, 2027, funded by FY26 and FY27 O&M funds. - No specific OEMs or product vendors are involved, as this is a service contract. - Place of performance: Naval Weapons Station Crane (Crane, IN) and Glendora Testing Facility (Sullivan, IN). - Contracting office: NAVFAC Mid-Atlantic, Norfolk, VA. - The bridge contract will remain in effect until a competitive follow-on contract is awarded.

Description

This Justification and Approval for use of other than full and open competition is to award an Indefinite Delivery Indefinite Quantity (IDIQ) sole-source bridge contract for Base Wide Grounds Maintenance Services to Logsdon & Son Inc. at the Naval Weapons Station Crane, Crane, Indiana and the Glendora Testing Facility, Sullivan, Indiana. This sole-source bridge contract will be for a period of one (1) year to continue the delivery of critical Grounds Maintenance Services. The contract will have both recurring and nonrecurring grounds maintenance services that are integral to base operations. In accordance with, 10 U.S.C. 3204(a)(2) FAR 6.302-2, Unusual and Compelling Urgency. Contracting without providing for full and open competition under this acquisition may be accomplished pursuant to the authority of 10 U.S.C. 3204(a)(2) of the Federal Acquisition Regulation 6.302-2, Unusual and Compelling Urgency.
