The Air Force Life Cycle Management Center (AFLCMC), Special Warfare Program Office, is seeking information from industry for the potential procurement of Cold Water Regulator (CWR) Kits to modernize and enhance diver safety for Special Operations Forces in cold water environments. - Government Buyer: - Department of the Air Force, Air Force Life Cycle Management Center (AFLCMC), Special Warfare Program Office (AFLCMC/WISN) - Contracting office located at Wright Patterson Air Force Base, OH - Products/Services Requested: - Cold Water Regulator Kits (CWR) with Full Face Mask (FFM): - Initial quantity: 106 units - Full operational capability: 212 additional units - Each kit includes first stage regulator, primary and secondary breathing valves, dive console, full-face mask, and hoses - Must be approved for cold water use per U.S. Navy standards - Cold Water Regulator Kits (CWR) without Full Face Mask (FFM): - Initial quantity: 94 units - Full operational capability: 188 additional units - Each kit includes first stage regulator, primary and secondary breathing valves, dive console, and hoses - Must be approved for cold water use per U.S. Navy standards - Regulator Tool Kits: - Manufacturer-recommended tools for operator-level maintenance and configuration changes - Includes dedicated carrying case - Regulator Test Kits: - Manufacturer-recommended equipment for routine testing - Includes dedicated carrying case - Spare Parts Kits: - Consumable parts (O-rings, hose clamps, filters) for all CWR kit components - Includes dedicated carrying case - Unique/Notable Requirements: - All regulator kits and components must be approved for cold water use per U.S. Navy standards - Kits must support diver safety and operational readiness in extreme environments - Tool and test kits must be suitable for operator-level maintenance and rapid turnaround - No specific OEMs, part numbers, or brands are identified; the government is seeking information from all capable sources

The information provided may be used by the Government in developing its acquisition strategy, statement of work/statement of objectives, and/or performance specifications. The United States (US) Air Force Life Cycle Management Center (AFLCMC), Intelligence, Surveillance and Reconnaissance & Special Operations Forces (ISR & SOF) Directorate, Special Warfare (SW) Program Office (AFLCMC/WISN) is conducting market research to identify possible sources capable of providing a Cold-Water Regulator Kit. Modernizing the SOF’s CWR inventory will directly enhance diver safety and increase operational readiness in cold water environments. Providing the units with associated tool kits will allow us to streamline maintenance operations and lower maintenance turnaround times by keeping our fleet mission ready.
