The U.S. Embassy New Delhi, under the Department of State, is seeking a qualified contractor for comprehensive roof waterproofing restoration at its facility at 25-A/B/C Prithviraj Road, New Delhi, India. - Government Buyer: - U.S. Department of State, U.S. Embassy New Delhi, Contracting Office - OEMs and Vendors: - No specific OEMs or commercial vendors are named; government will supply certain materials (bitumen, membranes, pavers, marble chips, insulation, filter fabric) - Products/Services Requested: - Roof waterproofing restoration covering approximately 22,000 sq.ft. - Removal of existing marble chips, pavers, and felt layers - Slab repair with polymer mortar - Application of waterproofing layers (bitumen primer, hot bitumen, bituminous felt membranes) - Mortar layer with chicken wire mesh - Flood test for waterproofing integrity - Installation of polythene sheet, PVC drain board, extruded polystyrene insulation, filter fabric, concrete pavers - Aluminum flashing and stainless steel drain covers - Provision of all labor, materials (except government-supplied items), equipment, and supervision - Unique or Notable Requirements: - Mandatory site visit for offerors - Contractor must provide GST registration - Compliance with safety and PPE guidelines is required - Project must be completed within 60 working days after notice to proceed - Five-year warranty on waterproofing work - Award will be made to the lowest priced, responsible offeror - Noisy work not permitted on Saturdays; no work on Sundays or holidays unless approved

The American Embassy invites you to participate in the bidding for Waterproofing at 25 Prithviraj Road. If you would like to submit a quotation, please follow the instructions in Section J of the solicitation, complete the required sections of the attached document, and submit it to the address provided below.

Prospective offerors wishing to participate in the site visit scheduled for April 10, 2026, at 1100 hours at 25 Prithviraj Road must send their confirmation to kamathsp@state.gov no later than 1200 hours on April 8, 2026. Offerors who do not attend the site visit will not be considered for the solicitation process.

Your quotation must be submitted electronically to Newdelhibids@state.gov with the subject line “Solicitation No. 191N6526Q0029 for Waterproofing”.  The submission must be made in separate files and attached to separate emails with less than 10MB each.
