MetroLINK is seeking a qualified contractor to operate its ADA complementary paratransit program and provide risk management services in the Illinois Quad Cities region. - Government Buyer: - Rock Island County Metropolitan Mass Transit District (MetroLINK) - Offices: Director of Support Services; Procurement Department - Scope of Services: - Full operation of ADA-compliant, door-to-door paratransit transportation for eligible riders - Includes operational staffing, driver recruitment and training, dispatch, scheduling, customer service, complaint handling, and data reporting - Vehicles provided and owned by MetroLINK; contractor operates and staffs service - Vehicles must meet ADA standards, including wheelchair securement - Risk management services, including insurance, incident response, and compliance with safety standards - Participation in experimental and special projects (e.g., dial-a-ride, deviated fixed route) - Charter service provision (contractor vehicles only, no MetroLINK branding) - Key Requirements: - Strict adherence to ADA eligibility (determined by MetroLINK) - Use of MetroLINK-approved IT systems for scheduling and reporting - Compliance with all federal, state, and local regulations (including ADA and USDOT) - Financial capability, insurance, safety, and compliance certifications required - Compensation based on revenue hours with productivity incentives - Quantities: - Up to 14,118 annual service hours for paratransit operations - OEMs and Vendors: - No specific OEMs or vendors mandated; open to all qualified service providers - Places of Performance and Key Locations: - Service area: Illinois Quad Cities (Moline, Rock Island, East Moline, Silvis, Milan, Carbon Cliff, Colona, Hampton) - MetroLINK offices: 1515 River Drive, Moline, IL 61265; Special Transportation Services Office, 2103 5th Avenue, Rock Island, IL 61201 - Period of Performance: - Three-year base contract with two one-year option periods (up to five years total) - Annual service with a maximum of 14,118 service hours

Description

The Rock Island County Metropolitan Mass Transit District is seeking proposals from qualified firms to provide ADA complementary paratransit services within its defined service area during established service hours. The contractor will be responsible for delivering safe, reliable, and fully ADA-compliant door-to-door transportation services for eligible riders, including operational staffing, vehicle operation, driver training, and customer service. The scope includes compliance with federal and state regulations, performance standards, and risk management services. Proposals must be submitted electronically by May 6, 2026, and the contract award will be based on the highest ranked proposal in the best interest of MetroLINK.
