The Department of Housing and Urban Development (HUD) Office of the Chief Information Officer (OCIO) is preparing to solicit comprehensive IT Support Services and Technology Transformation solutions under the Technology Transformation Next Generation (H2TNG) Multiple Award Contract (MAC) IDIQ vehicle. - Government Buyer: - U.S. Department of Housing and Urban Development (HUD) - Office of the Chief Information Officer (OCIO) - OEMs and Vendors: - No specific Original Equipment Manufacturers (OEMs) or vendors are named in the solicitation or attachments. - Products/Services Requested: - Comprehensive IT support services, including: - Program and project management - Cybersecurity (including SOAR and AI-driven security) - Cloud computing and data solutions - Application development and support (web and mobile) - Network and telecommunications administration - End user and infrastructure support - Training services for IT workforce and cybersecurity awareness - Transition and orientation support for contract/task order changes - Compliance with federal cybersecurity and privacy standards - Incidental IT products may be acquired as part of service delivery - Unique or Notable Requirements: - Coverage across all HUD headquarters, regional, and field offices, as well as data centers and other designated locations - Support for enterprise-wide IT lifecycle and transformation initiatives - Contractors must provide detailed reporting, security, and continuity of operations plans - Multiple awardees anticipated, including small and large businesses, academic institutions, and non-profits - Annual re-solicitation refreshes and potential on-ramps for new contractors - Services delivered via individually awarded Task Orders - Period of Performance: - Contract terms vary by document: one version specifies a 60-month base with a 60-month option; another specifies a 12-month base with four 12-month options and a 6-month extension - Places of Performance: - HUD Headquarters (Washington, DC) - HUD regional and field offices - HUD data centers - U.S. commonwealths and unincorporated territories - Other designated HUD locations

Description

The Department of Housing and Urban Development through the Office of the Chief Information Officer (OCIO) intends to issue a solicitation for Technology Transformation Next Generation (H2TNG) Multiple Award Contract (MAC) Indefinite Delivery/Indefinite Quantity (IDIQ) vehicle. The H2TNG MAC IDIQ is intended to provide comprehensive IT Support Services and Technology Transformation Next Generation (ITSS and 2TNG) solutions across HUD Headquarters, regional and field offices, data centers, and other designated locations, spanning all OCIO functional areas. Through individually awarded Task Orders (TOs), contractors may be required to deliver enterprise-wide capabilities across the IT lifecycle, including governance, acquisition and financial support, enterprise architecture, systems engineering, cloud and data solutions, cybersecurity, IT operations and maintenance, and end user and infrastructure support.

In addition to capability statements being due on Aprl 30, 2026, HUD will be hosting a pre-solicitation conference on April 22, 2026. Pre-registration is required and questions are due by April 16, 2026, not later than 11:00 AM EST. The location of the pre-soliciation will be provded.
