This Request for Information (RFI) is issued solely for information and planning purposes. It does not constitute as a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. IAW FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. This is NOT a solicitation announcement. This is a sources sought synopsis only. This synopsis aims to gain knowledge of potential qualified sources and their size classification relative to NAICS 339112 (size standard of 1,000 employees). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After a review of the responses to this source sought synopsis, a solicitation announcement may be published. The Department of Veterans Affairs (VA), Regional Procurement Office-RPO East Contracting Office, is seeking sources that can provide Non-Invasive Ventilation System for the Birmingham VA Healthcare System. The Birmingham VAMC has a requirement for 12 Non-Invasive Ventilators, to include accessories, and staff training. Ventilators should meet the following salient characteristics: 1. Patient Population & Ventilation Range Must support adult and pediatric patients 12.5 kg. Must be capable of delivering tidal volumes down to approximately 100 mL. 2. Modes of Ventilation The ventilator shall provide the following functional therapy modes: Non Invasive Ventilation (NIV) with pressure support and backup respiratory rate (e.g., Spont PS, S/T or equivalent modes). Invasive Pressure-Controlled ventilation. Pressure regulated volume targeted ventilation (PRVC type functionality). Proportional pressure support or equivalent capabilities to match patient effort. Integrated high flow oxygen therapy capability. 3. Monitoring Capabilities Must provide continuous CO and SpO monitoring, including during non invasive ventilation. Monitoring capabilities must remain available during standby to support patient readiness. Must store and display at least 72 hours of patient waveforms, parameters, and alarm history. 4. Portability & Power Requirements Turbine driven ventilator (no external compressor required). Weight shall not exceed approximately 17 lbs without trolley. Must include: Internal backup battery, and Hot swappable external battery, providing combined runtime of at least 4 hours under typical conditions. Must be suitable for intrahospital transport while maintaining ventilation. 5. Infection Control Features Must include dual HEPA filtration or equivalent capability: One filter protecting external air intake. One filter on the patient gas pathway/exhalation side. 6. User Interface & Display Minimum 12 inch color touchscreen or equivalent interface. Must provide intuitive graphical monitoring and indicators for alarms and patient status. 7. Connectivity Must support connectivity to common patient monitoring or EMR integration middleware (no brand required). Examples include: Bedside monitor interface (e.g., via HL7, serial, or proprietary cable systems) EMR middleware compatibility 8. Regulatory Requirement Must be a FDA cleared Class II medical device meeting all applicable ventilation safety standards. 9. Accessories (Minimum Required) Non invasive ventilation masks or interface. Breathing circuits compatible with both invasive and non invasive modes. Capnography sensor/interface suitable for NIV use. Power supply/charger and mounting hardware.
