THIS IS A SOURCES SOUGHT NOTICE FOR MARKET RESEARCH PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL (RFP) OR REQUEST FOR QUOTATION (RFQ). THIS NOTICE DOES NOT COMMIT THE GOVERNMENT TO AWARD A CONTRACT NOW OR IN THE FUTURE. All information submitted in response to this announcement is voluntary and the Government will not pay for the information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.

The National Institute of Standards and Technology (NIST), Boulder Campus, 325 Broadway, Boulder, CO 80305, is conducting market research to identify qualified and certified 8(a) SMALL BUSINESS construction firms capable of performing a Firm-Fixed-Price (FFP) construction project for Steam Tunnel Ventilation System Replacement. The purpose of this synopsis is to identify organizations with the requisite qualifications to provide the services stated herein. Eligible and certified 8(a) small businesses are encouraged to respond to this notice.

The Government anticipates awarding a single Firm-Fixed-Price contract to one contractor.

The NAICS Code is 236220 – Commercial and Institutional Building Construction.

General Requirements

See the attached draft statement of work entitled “DRAFT SOW - Steam Tunnel Ventilation” and associated attachments for work requirements.

All work will be performed at the NIST Boulder Campus, Boulder, CO 80305. The anticipated period of performance is 365 calendar days from notice to proceed.

Submission Requirements

Interested small business contractors shall submit a capability statement not to exceed ten (10) pages, including:

Company name, address, and UEI number; Primary point of contact (name, phone number, and email address); Business size and socio-economic status; Description of relevant construction experience; Bonding capacity (single and aggregate); Technical discussion of Contractor’s ability to perform the type of services described above; Confirmation of ability to perform a Firm-Fixed-Price construction contract in Boulder, CO; Identify and mark any proprietary process or data.

NOTE: All vendors must be registered at www.sam.gov for any potential contract award.

Once the results of this market research are obtained and analyzed for NIST's minimum requirements, NIST may solicit a competitive procurement and subsequently award a firm-fixed price contract. Monitor www.sam.gov for future contract announcements from NIST.
