The Naval Surface Warfare Center Philadelphia Division (NSWCPD), under the Department of the Navy, is conducting market research for engineering, technical, repair, and program management support services for U.S. Navy propulsion and Hull, Mechanical, and Electrical (HM&E) systems. - Government Buyer: - Department of Defense, Naval Surface Warfare Center Philadelphia Division (Division 42 Propulsion Program) - Scope of Services: - Ship Design and Acquisition Support - In-Service Engineering Support - Modeling and Simulation Support - Machinery Systems Engineering Support - Ashore and Afloat Test Engineering Support - Field Engineering Support - Logistics and Training Support - Program/Project Management - Specialized support for combustion air systems, gas turbine engines, machinery system arrangements, electric drive test facilities, and condition-based maintenance - Security Requirements: - SECRET clearance required - Compliance with NISPOM and OPSEC - Locations: - Primary: NSWC Philadelphia Division, Philadelphia, PA - Additional: Multiple U.S. Navy and Marine Corps bases and shipyards across the U.S., including Norfolk, San Diego, Pearl Harbor, Mayport, Kings Bay, Bath, Bangor, Bremerton, Groton, Key West, Camp Pendleton, and others - OEMs and Vendors: - No specific OEMs or vendors are named in the requirements - Unique Requirements: - Non-personal services contract - Capability statements required from respondents - Support covers both CONUS and OCONUS locations - Focus on propulsion and HM&E systems for various Navy ship classes

Description

The Naval Surface Warfare Center, Philadelphia Division is hereby issuing a Request for Information (RFI) from all potential sources to provide information regarding non-commercial service solutions for engineering, technical support, and program management services that include Ship Design and Acquisition Support, In-Service engineering support, Modeling and Simulation Support, Machinery Systems Engineering Support, Ashore and Afloat Test Engineering Support, Field Engineering Support, Logistics and Training Support. See attached Statement of Work and RFI attachment for specifications. 

SUBMISSION OF RESPONSES: Respondents shall provide capability statements with specific information regarding their ability to provide the required services  to meet NSWCPD needs.

NSWCPD will only accept unclassified, electronic submissions. Responses shall be submitted via email to jenny.e.tomeo.civ@us.navy.mil by 06:00PM EST, 21 April 2026.

Responses shall list N64498-26-RFPREQ-PD-42-0005 in the subject line. No phone calls shall be accepted.

This notice is for market research purposes only and does NOT constitute a Request for Proposal. This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. The Government is NOT seeking or accepting unsolicited proposals. This notice is issued solely for conducting market research in accordance with FAR Part 10 and gathering information for planning purposes.

The Government will not release any information marked with a proprietary legend received in response to this notice to any firms, agencies or individuals outside the Government without written permission in accordance with the legend.
