The USDA Agricultural Research Service (ARS) is seeking to procure a combustion analyzer system for advanced soil health and biological research at the Beltsville Agricultural Research Center-West (BARC-West). - Government Buyer: - U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS), Acquisition and Property Division - Primary office: 5601 Sunnyside Avenue, Beltsville, MD 20705 - Products/Services Requested: - Combustion Analyzer with integrated Thermal Conductivity Detector (TCD), autosampler (up to 80 samples), purge and trap system, zero-blank technology, and bake-out step - Isotope-Ratio Mass Spectrometer (IRMS) designed for coupling with the analyzer, featuring automated protocols, high voltage head-amp (100V), multiple inlet connections, compact design, and tool-free maintenance - Software compatible with Windows 11 - Quantity: 1 unit of each major component - Unique/Notable Requirements: - System must quantify terrestrial carbon and nitrogen in soil, plant, and microbial samples - Autosampler must support up to 80 samples - Delivery required to BARC-West laboratory, with a specified room and building - Technical documentation must demonstrate the ability to meet or exceed all performance elements - Set aside for small businesses, including EDWOSB and WOSB - No specific OEMs or part numbers are mandated; offerors may propose any brand meeting the technical specifications - Delivery required within 60 days of order placement or by the specified contract date - Place of performance and delivery: BARC-West laboratory, NEA Adaptive Cropping System Laboratory, Beltsville, MD

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Quotations are being requested and a separate written solicitation will not be issued. 

Solicitation number 1232SA26Q0423 is issued as a Request for Quotation (RFQ) for Combustion Analyzer.

This acquisition  is set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 334516 The small business size standard is 1,000.  This acquisition is a Total Small Business Set-Aside.  All responsible sources may submit a quotation which will be considered by the agency. 

See “Attachment 1 - Solicitation Terms and Conditions” for applicable clauses, instructions, and evaluation criteria. 

In order to be considered for award OFFERORS SHALL SUBMIT ALL OF THE FOLLOWING:

Submit Firm Fixed Price quotation (quote on company letterhead) detailing the itemized supply description, price for each with the total, and valid for at least 30 days after receipt of quote.  *Place of Manufacture is REQUIRED for all supply items. Submit SF-1449 Submit Sam.gov Unique Entity ID (UEI) with quotation.  Submit Capability Statement and/or technical documentation or brochures showing technical capability to meet or exceed ALL Performance Elements in the Specifications.

REJECTION OF QUOTATION: Failure to demonstrate compliance or to submit ALL items requested in solicitation will be cause to reject the quote without further discussions.

DISCUSSIONS: The Government intends to award without discussions but reserves the right to conduct discussions should it be deemed in the Government's best interest.
