The U.S. Coast Guard is seeking a qualified contractor to perform comprehensive asbestos remediation and decontamination services at USCG Station Channel Islands in Oxnard, California. - Government Buyer: - U.S. Coast Guard, Department of Homeland Security - Civil Engineering Unit Oakland (CEU Oakland) - Contracting office at 1301 Clay Street, 7th Floor, Suite 700N, Oakland, CA 94612 - Scope of Work: - Full asbestos remediation and decontamination of interior spaces, fixed building components, above-ceiling plenums, and contents - Removal and disposal of regulated asbestos-containing materials (RACM), including black mastic and vinyl floor tiles with chrysotile asbestos - Encapsulation of non-friable asbestos-containing materials using a specialty primer (e.g., Specialty Solutions PerfectPrimer or approved equal) - Cleaning and disposal of HVAC ducting, ceiling tiles, carpet tiles, and both USCG and non-USCG property items - Air monitoring, wipe/microvac sampling, and final clearance by a certified asbestos consultant - Key Requirements: - Contractor must hold a valid California Department of Public Health asbestos abatement contractor license - Compliance with OSHA, EPA, Cal/OSHA, and local regulations - Completion of all on-site work within 20 calendar days from Notice to Proceed - Submission of past performance on at least two similar projects - Referenced Vendors/OEMs: - Specialty Solutions (for encapsulant primer, or approved equal) - S&J Environmental Testing (asbestos sampling) - LA Testing Laboratory (sample analysis) - Pace Environmental Labs (sample analysis) - Products/Services Requested: - Decontamination of approximately 32,382 sq. ft. of architectural finishes and additional specified areas - Removal and disposal of at least 500 sq. ft. of black mastic and 50 sq. ft. of vinyl floor tile with mastic - Use of EPA-compliant encapsulant primer - Professional industrial hygiene and air monitoring services - Unique/Notable Requirements: - Strict adherence to a detailed Statement of Work (SOW) and supporting decontamination plans - Air clearance verification and regulatory compliance oversight - Project includes both hazardous material abatement and cleaning/disposal of contaminated property - Place of Performance: - USCG Station Channel Islands, 4201 S.
