The City of Palo Alto is soliciting proposals for the repair and refurbishment of a 15 MVA Allis Chalmers substation transformer with a TLH‑21 on‑load tap changer (OLTC). The project scope includes replacing the OLTC with a remanufactured unit, oil handling and processing, resealing interfaces, replacing radiator valves and gaskets, removing and replacing the 60 kV fuse holder, pressure testing, and various diagnostic tests to restore mechanical and dielectric reliability and extend service life. The project is scheduled to start around July 1, 2026, with completion expected within 80 calendar days. Bidders must submit all required documentation via the City's electronic procurement system.
