NOAA is seeking commercial providers for near-real-time GNSS radio occultation (RO) satellite data and related services to support operational weather and space weather prediction. - Government Buyer: - Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) - National Environmental Satellite, Data, and Information Service (NESDIS) - Office of System Architecture and Engineering (SAE) - Satellite and Information Acquisition Division - Products and Data Requirements: - Daily delivery of 6,000–10,000 neutral atmosphere RO profiles - Daily delivery of 500–3,000 Total Electron Content (TEC) ionospheric tracks - Optional: Enhanced Signal-to-Noise Ratio (SNR) RO profiles (500–1,000 per day) - Optional: RO Temporal Resolution Enhancements (up to 4,000 per day) - Data must be provided under a Creative Commons Attribution 4.0 International license for unrestricted distribution - Minimum base quantity for award consideration: 500 compliant RO profiles per day - Services Requested: - Engineering support and technical exchanges for data acquisition and processing - Operational status reporting every 3 months and anomaly notifications within 24 hours - Sample data delivery and configuration testing - Unique or Notable Requirements: - Data must be suitable for NOAA’s numerical weather prediction and atmospheric research systems - Up to three awards may be made to ensure data redundancy - Consumption-based pricing per compliant RO profile - On-orbit readiness and technical documentation required - Delivery periods vary for new and prior providers (see below) - No specific OEMs or vendors are named; the opportunity is open to all qualified commercial satellite data providers.

This notice does not obligate the Government to award a contract, nor does it obligate the Government to pay and/or reimburse respondents and/or their associates for any cost incurred to submit the requested information and/or proposal. Any information considered “proprietary” should be marked as such and will not be shared outside the Government.

Interested vendors are responsible for visiting https://www.sam.gov periodically for any changes or updates to this notice, as well as any notice of a future solicitation. All prospective offerors must be actively registered in the System for Award Management (SAM) in order to be eligible for award (https://www.sam.gov) IAW FAR 4.203.

Purpose of Draft TO-1 RFP Posting (04/03/2026):

The purpose of this Notice is to provide a draft Request for Proposals (RFP) for Task Order 1, to be issued under the pending National Oceanic and Atmospheric Administration’s (NOAA) ProTech 2.0 Space-Based Environmental Monitoring (SBEM) Domain Indefinite Delivery/Indefinite Quantity (IDIQ) contract. This Notice seeks to solicit responses from interested parties. This DRAFT TO-1 RFP is for information and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition. The following draft solicitation documents are provided for Industry review and comment:

This Draft RFP Posting constitutes the start of a ten (10) day Question-and-Answering (Q&A) Period. The Government requests that Industry review the attached DRAFT TO-1 RFP documents, and provide written responses using the Q&A spreadsheet provided as Attachment J.7 – Questions & Answers Form.
