THIS IS A TOTAL 100% SERVICE-DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) SET-ASIDE. In accordance with Public Law 109-461 and VAAR 819.7003 (b), bidders must be registered and certified in the SBA certification database at (https://veterans.certify.sba.gov) as a SDVOSB. Only bids from verified SDVOSB s in the SBA certification database and those who have an active Federal Government contracts registration in the System for Award Management (SAM), at the time of bid submission, shall be deemed responsive. All non-responsive bids shall be rejected and ineligible for award.

The Department of Veterans Affairs (VA), VA Black Hills Health Care System (VABHHCS) Hot Springs Campus intends to issue a Request for Quote (RFQ) in accordance with the procedures set forth in Part 13 and 36 of the Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO). Network Contracting Office 23 (NCO23) intends to award a single, firm fixed-price contract for completion of construction Project: 568A4-26-SL001, Fire System Maintenance, at the VABHHCS Hot Springs Campus, South Dakota. An RFQ is planned to be issued on or after April 15, 2026 with an award date within 60 calendar days from bid opening date. Further details will be available in the solicitation.

Contractor to provide all labor, equipment, materials and supervision necessary to complete Project 568A4-26-SL001 Fire System Maintenance FY26 A. Work includes repairing various components of the fire suppression & safety systems at the VABHHCS, Hot Springs Campus, in accordance with the contract documents. Period of Performance for this work is 30 Calendar Days from issuance of Notice to Proceed (NTP), including all lead times on equipment and materials.

The applicable North American Industry Classification System (NAICS) code is 238220: Plumbing, Heating, and Air-Conditioning with the applicable small business size standard of $19.0 million. In accordance with VAAR 819.7003(b), the bidders must represent to the Contracting Officer that it is a small business concern under the NAICS code assigned to this acquisition.

The magnitude of construction for this project is less than $25,000.00.

The RFQ (solicitation), consisting of various bid documents, site photos, specifications, forms, etc. will be available for download at System for Award Management (SAM) Contract Opportunity https://sam.gov/content/opportunities). The Contract Opportunities website is the only official location to obtain solicitation information and documents.
