The Air Force Research Laboratory (AFRL/RWTE) at Eglin Air Force Base, FL, intends to make a single source award to Mettler-Toledo AutoChem for advanced recrystallization analysis equipment and support services. - Procurement is for a complete integrated system to support real-time recrystallization analysis of energetic materials, specifically CL-20 formulations - Main equipment includes: - Mettler-Toledo EasyViewer 100 system (high-resolution, real-time imaging and particle size measurement) - ReactRaman 802L spectrometer (Raman spectroscopy for chemical analysis) - Raman/ReactRaman Immersion probe (for in-situ measurements) - iC vision and supporting software (for system control and advanced data analysis) - Requirements include: - Integration with existing EasyMax 402 Automated Lab Reactor - Motorized autofocus, high-resolution imaging, temperature and pressure controls - Advanced spectral analysis and real-time reaction monitoring - Services include: - Installation of all equipment - One-year maintenance and support package, with an option for an additional year - Mettler-Toledo AutoChem is the only OEM specified and is considered the sole source due to compatibility and technical requirements - Place of performance and delivery is Eglin Air Force Base, FL, at the AFRL/RWTE facility - The notice is not a request for competitive proposals, but interested parties may submit capability statements for future consideration - Estimated period of performance extends through at least March 31, 2026, with maintenance support for one year

This requirement is for MTAC Recrystallization Equipment at Eglin Air Force Base, FL.

NOTICE OF INTENT TO AWARD SINGLE SOURCE:  The NAICS Code is 423490. Air Force Research Laboratory Munitions Directorate (AFRL/RWTE), Eglin AFB, FL contemplates awarding a single source purchase order as authorized by FAR 6.302-1(a)(2) to Mettler-Toledo AutoChem.  Please see the attachments to this notice for additional details.  This Notice of Intent is not a request for competitive proposals.  A determination by the Government for the competition of this requirement based upon responses to this notice is solely within the discretion of the Government.  Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.  Any responses should be e-mailed to the buyer at EMAIL no later than 10 April 2026 at 9:00 AM Eastern Time.  Only responses received by this date will be considered.  All questions should be directed to the buyer at michael.hornberger.1@us.af.mil.
