Downtown Bucharest Landmark Illumination Program for U.S. 250th Anniversary

The U.S. Embassy Bucharest, under the Department of State, is seeking contractors for a high-visibility illumination program celebrating the 250th U.S. anniversary in downtown Bucharest, Romania. - Government Buyer: - U.S. Department of State, U.S. Embassy Bucharest, Public Affairs Section - Contracting office at Department of State, 2201 C St NW, Washington, DC - Scope of Work: - Design and implement large-scale illumination of prominent Bucharest landmarks - Project American colors and imagery onto sites such as the Palace of the Parliament, Arc de Triomphe, and Victoria Palace - Three site packages: - Site Package 1: Static projection on government buildings (2 events) - Site Package 2: Animated video projection on government buildings (1 event) - Site Package 3: Multi-building illumination corridor event along Calea Victoriei (1 event), inspired by iMapp and Spotlight festivals - End-to-end services including technical planning, permitting, equipment installation/removal, event operations, and media deliverables - Products/Services Requested: - No specific OEMs, part numbers, or equipment brands are mandated - Services include creative design, technical execution, and stakeholder coordination - Unique Requirements: - Proposals must include technical, logistical, and permitting plans - Evaluation based on technical feasibility, experience, creativity, and cost - Offerors must be registered in SAM and submit proposals electronically in English, adhering to file format and size requirements - Estimated Contract Value: - Up to $60,000 (firm fixed-price) - Period of Performance: - Events to occur on or around June 24 (Embassy Independence Day Reception), July 4 (Independence Day), or a range including these dates - 12-month bid validity period - Key Locations: - Palace of the Parliament, Arc de Triomphe, Victoria Palace, Calea Victoriei Corridor, Bucharest, Romania

Enclosed is a Request for Quotations (RFQ) -250th Anniversary Illumination Program -Downtown Bucharest . If you would like to submit a quotation, follow the instructions in Section 3, complete the required portions of the attached document, and submit it to the address shown on the Standard Form 1449 that follows.

The U.S. government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract/purchase order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

Questions regarding this solicitation may be submitted no later than 17:00 PM (Bucharest time) on April 09, 2026 to e-mail: bucharestgsoprocurement@state.gov

Quotations are due by April 17th, 2026 on or before 5 PM (Bucharest time). No quotations will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted.

Your quotation must be submitted electronically to e-mail: bucharestgsoprocurement@state.gov  with the subject: "Quotation Enclosed for RFQ 19R01026Q0009-250th Anniversary Illumination Program Downtown Bucharest Landmarks. It is important to make sure the submission is made in specific size and format; in MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file format. The file size must not exceed 30MB. If the file size should exceed 30MB, the submission must be made in separate files and attached to separate emails with less than 30MB each.

Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior submitting their offer/proposal as prescribed under FAR 4.1102.  Offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.
