The Department of Veterans Affairs Pacific Islands Health Care System is seeking qualified vendors for the modernization of Building Automation Systems (BAS) at its Guam and American Samoa Community-Based Outpatient Clinics (CBOCs). - Government Buyer: - Department of Veterans Affairs, Pacific Islands Health Care System (VAPIHCS) - Network Contract Office 21, 10535 Hospital Way, Mather, CA - Products and Services Requested: - Building Automation System (BAS) modernization at Guam and American Samoa CBOCs - 2 BAS supervisory controllers (one per site) - Integration controllers/gateways as required - 2 web-based local operator interfaces (one per site) - BAS installation and integration services, including commissioning, training, and documentation - Unique or Notable Requirements: - BAS must enable centralized remote monitoring of HVAC, electrical, solar, emergency power, water, and environmental systems - Integration with existing controllers using open protocols - Remote access from Honolulu required, but no external cloud services permitted - Compliance with VA cybersecurity standards - Phased implementation to minimize clinic disruption - Vendors must be registered in SAM; SDVOSB/VOSB verification required if applicable - No specific OEMs or part numbers are identified; the government is conducting market research to identify capable sources - Interested vendors should review the draft SOW and respond with capability information as instructed

THIS IS NOT A SOLICITATION ANNOUNCMENT. This is a sources sought synopsis for market research purposes ONLY. The purpose of this synopsis is to gain knowledge of potential qualified vendors. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. A Request for Proposal (RFP) is anticipated to be released in April 2026.

After review of the responses to this source sought synopsis, a solicitation announcement may be published in the FedBizOpps or GSA eBuy websites or Sam.gov. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this source sought announcement. Potential Offerors must also have a current Online Representations and Certification Application on file with SAM.
