Important Notes DD1423 Data Item A001 (Inspection and Test Plan) may be waived if already on file at NAVSUP WSS Mechanicsburg. Portsmouth NSY's DODAAC has changed from N00102 to N50286. Update references accordingly. All contractual documents are considered "issued" by the Government when copies are mailed, faxed, or sent electronically. Delivery schedule: Certification Data CDRLs due 20 days prior to delivery; PNSY review within 30 working days; final delivery within 365 days after contract effective date. Contracts awarded as "DO" rated orders certified for national defense use under DPAS. Access to drawings requires request on SAM.gov and email to Primary POC. Requirement includes access to NOFORN and/or Naval Nuclear Propulsion Information; security agreement form required.
Scope The material covered in this contract/purchase order will be used in a crucial shipboard system. Incorrect or defective material could result in serious injury, loss of life, or loss of the ship. Therefore, the material is designated as SPECIAL EMPHASIS material with special control procedures.
Applicable Documents Order of precedence: Contract text supersedes references and drawings unless laws or regulations apply. Contractor must have authorized access to classified documents per DD Form 254. Specification revisions and documents are listed and must be obtained by the Contractor.
Requirements Parts kit for a size 1 1/2 inch Hull and Backup Valve must comply with specified drawings and notes. Material for parts requiring certification includes: Ball (piece 8): SAE-AMS-6931 or ASTM-B367 Grade C-5 with specified mechanical properties. Seats (piece 9): MD71-GG Mearthane (Graphite Filled Urethane) manufactured by Mearthane Products Inc., Cranston, RI, with specified ASTM test properties.
Testing Certification Hydrostatic Test for each Ball: 30 minutes at specified pressure with no leakage or deformation. Dye Penetrant Inspection as substitute if no hydrostatic test fixture. Non-Destructive Tests for weld repairs per applicable specifications.
Pressure and Test Tolerances Specified tolerances for pressure and test durations depending on pressure ranges.
Confidential Hydrostatic Test Pressures Certification must reference drawing and item number; marking working pressure on item is prohibited.
Seat Stack Height Measurement and Visual Inspection Measurement and inspection per specified methods and acceptance criteria.
Ball Surface Waviness and Teflon Coating Surface waviness must not exceed 0.0005 inches per inch; Teflon coating per specified standards.
Welding or Brazing Must comply with specified welding and brazing standards; procedures and qualifications must be submitted and approved prior to work.
Configuration Control Contractor must maintain equipment baseline configuration; waivers and deviations require approval; Engineering Change Proposals must be submitted for significant changes.
Certificate of Compliance Contractor must certify compliance with procurement documents and invoked specifications.
Mercury Free Mercury and compounds must not be added or contact hardware; contamination causes rejection.
Quality Assurance Requirements Includes test certifications, welding requirements, quality system requirements (ISO-9001 or MIL-I-45208), contractor inspection, subcontractor inspection, supplier evaluation, government furnished material control, traceability, material handling, receiving inspection, discrepancy reporting, and final inspection.
Traceability and Certification Traceability must be maintained from material to certification; markings must be permanent and legible; certification data must be complete and positive.
Material Handling and Control Procedures must ensure segregation, marking, and control of materials including subcontracted operations.
Receiving and Final Inspection Verification of traceability, certification completeness, and compliance; sampling plans per applicable standards.

Quality Assurance Notes to DCMA QAR and Contractor Departures from contractor requirements must be judged individually; disagreements submitted to PCO. Records of departures must be maintained and available for review. Contractor part numbers acceptable for reference only; delivered material must conform to all requirements. DCMA QAR responsible for reviewing Non-Destructive Testing procedures. Electronic Contractor Data Submission (ECDS) system available for data submissions and communications.
