The USDA Forest Service is seeking a contractor to provide chemical herbicide treatment services for invasive vegetation management at multiple seed orchards within the Umpqua National Forest in Douglas County, Oregon. - Government Buyer: - United States Department of Agriculture (USDA) Forest Service, Umpqua National Forest, Pacific Northwest Region (R6), Silviculture Group - Scope of Work: - Chemical herbicide treatment of invasive vegetation in and around seed orchards, including entire units and fence lines - Orchards include: Spring Creek, Buckeye, Threehorn, Rosebud, Meridian, Timber Bench, and Wrens - Treatments involve ground or hand-based application of herbicides, primarily glyphosate, with selective use of Dicamba or Triclopyr for specific invasive species - Contractor must supply all labor, equipment, and herbicides, and comply with safety and environmental regulations - Products/Services Requested: - Herbicide treatment services for various orchard units and fence lines, with quantities specified in acres (ranging from 10 to 23 acres per item) - Specific product line item: Sevin XLR Plus (EPA Reg. No. 264-333, containing Carbaryl) for bark beetle prevention (100 units in a separate project) - Unique/Notable Requirements: - Work must avoid sensitive areas such as stream zones and maintain no-spray buffers - Safety measures include use of certified applicators and personal protective equipment (PPE) - Compliance with federal anti-discrimination and DEI certifications - Small business set-aside; firm-fixed price contract - Period of Performance: - One-year base period with one one-year option, for a total of up to two years - Work scheduled in two phases: 2026 and 2027, with some units requiring treatment in both years - Locations: - Umpqua National Forest, including North Umpqua and Tiller Ranger Districts, and specific seed orchards in Douglas County, Oregon - Contracting office located at 3040 Biddle Road, Medford, OR 97504 - Main place of performance: 777 Garden Valley Blvd., Roseburg, OR 97471

Description

The purpose of this solicitation is to procure a contractor to chemically treat vegetation using ground or hand based chemical sprays. Areas to be treated include Seed Tree Orchards on the North Umpqua and Tiller Ranger Districts of the Umpqua National Forest. Please see attachments for details.
